The location is unsuitable because <br /> it is a high-use boating area, we also concluded that the Town needs to plan for waterways <br /> use to accomodate all interests including boating and aquaculture endeavors. we <br /> recommend a moratorium on any further shellfish grants or other aquaculture areas until the <br /> planning has been incorporated into the Focal Comprehensive Plan. The following <br /> sections briefly define our position and the reasons for it, amplify the basis for our <br /> recommending a moratorium, and present the specific reasons why this particular proposal <br /> should be rejected. We are not opposed to aquaculture per se, but are concerned with <br /> fitting it in with other uses of the waterways in a way that will be unobtrusive. <br /> Water-ways.Comrnission position on the Proposed Grant <br /> Throughout meetings over the past several years we have discussed aquaculture and its <br /> impacts. As in earlier times, the Commission has consistently opposed any use of the <br /> waterways for the exclusive benefit of an individual or organization. For example, a few <br /> years ago we recommended against a grant application by Diehard Cook near the sane <br /> area. Mr. Cook changed his plans accordingly. <br /> More recently in our meeting of 4 March 1997,Jim Peters presented the proposal from <br /> the Tribal Council. We discussed the proposal with him and Rick York, Shellfish <br /> Constabl , and voiced our objections to the location and extent of the area. We suggested <br /> alternative locations and the reasons, and deferred any vote pending consideration of those <br /> suggestions. <br /> We suggested that shellfish grants should be near shore in waters within 150 feet of <br /> shore where boats are allowed to navigate only at "slow, no wake, speed. we also pointed <br /> out that the subject area is used by water shiers and boaters who like to go to "Low Tide <br /> Island" <br /> r The Harbormaster suggested an alternative area between the channel and Poppones et <br /> Spit which is an-area not now supporting natural sets of shellfish, and that is not used <br /> heavily by boaters or recreational shellf <br />
