Attachment 1 <br /> Problems with the'tribal Council Shellfish Grant Proposal <br /> 1. This proposed 8 acre grant is mnan area of prime boating water in Popponesset Bay and <br /> would interfere with the recreational use of that area. The proposed area is too large. <br /> 2. This proposed grant operation represents a liability to the Town of 1 lashpee, because if <br /> any water sIder collides with the bottom in this shallow water, they gill be likely to blame <br /> the net covering the shellfish whether it has anything to do with the case or not. <br /> 3. Even though this area is shallow water, it is used for water-skiing. <br /> { <br /> . This water is one of the primary access areas to low-tide island for recreational boater . <br /> . Anchoring in this arca may interfere with the netfing over the shellfish and vice versa. <br /> . Marker buoys delineating the site as required by state law will, by their existence, <br /> discourage boaters from using this 8 acre area. <br /> . From recent aerial photographs,it appears that the main channel on the Cotuit side is <br /> shoaling, and that channel probably cannot be dredged. Cotit has no permit, and <br /> Pincluisset Cove residents blocked theoint permit in 1986), because of the shoaling, the <br /> Harbornna ter is proposing to make a new channel through the proposed grant area. we <br /> should not give up this option at this time. <br /> . There will be a high concentration of shellfish in this proposed area,which can make <br /> the impact of any shellfish diseases catastrophic. A more diversified group of areas totaling <br /> the same acreage may prove safer. <br /> Page <br />
