-z Page 2 Board of Selectmen Minutes July 21, 1997 APPOENTMENTS AND BEARINGS: i Planning Bo d re: Local Comprehensive Plan: Patrick Coffey, Chairman of the Planning Board was present to discuss the status of the Local Comprehensive Plan with members of the Board and interested public. The master plan for the town has fourteen components informed Mr. Coffey. To date, twelve have been completed. Mr. Coffey presented drafts of the finished components to the Board of Selectmen. The Water Resources and Water&Wastewater Facilities is anticipated to be completed in July. The LCP element not underway is the Land Use &Growth Management element informed Mr. Coffey. It was noted that the DPW Director submitted a critical letter to the Planning Board with regards to the Transportation element of the LCP Mr. Taylor, Director of Public Works has been requested to submit specific comments and concerns in improving the element to the Planning Board indicated Mr. Coffey. Mr. Coffey recommended the Board consider creating a Special Town Meeting in the spring to thoroughly review the master plan. Its a lengthy process, and it is necessary to conduct public hearings to inform the public and allow the Cape Cod Commission to approve the final draft stated Mr. Coffey. Selectman Caffyn suggested to disperse each completed phase of the Local Comprehensive Plan to the citizens of Mashpee through the use of cable television and local Library access. Mr. Whritenour was authorized by the Board to work closely with the Planning Board, and promote public awareness to allow the residents to digest this matter before the actual approval process. In other business, Mr. Coffey indicated that four hearings have been held to review the Adult Uses zoning bylaw. After thorough review, the public does not feel that there is any particular location in Mashpee to be designated for adult uses. To date, there is no bylaw proposed informed Mr. Coffey. The Board directed the Planning Board to further review the Adult Uses Zoning bylaw, and consult the Town of Falmouth with respect to this concern.
