HENDERSON October 28, 1995
SUPERINTENDENT
TO: Detective Lieutenant James M. Cunu Ings 295
Cape and Islands CPAC/ arcotics Unit
FROM: Trooper John E. Ma'wm Jr. 42402
SUBJECT: Assist Mashpee PD with Ravi Bar Investigation
1. On October 28. 1995 at approximately 2130 hours, this trooper along with
Trooper Julie Sabota arrived at Mashpee PD. Upon arrival we met with Mashpee PD Detectives
Doug Flynn and Brad Fish. Detectives Flynn and Fish explained that their department had
received numerous complaints about the Raw Bar located in the New Seabury section of
Mashpee. These complaints included allegations of serving minors, and over- serving
intoxicated persons.
z
2. Trooper Sabota and this trooper arrived at the Raw Bar at approximately 2015
hours. We entered the bar through the double door entrance. There was no door person checking
identification. There was no cover charge. There were approximately 30-40 persons present. 3
Bar personnel included one black male, and two white female bartenders.
3. This trooper ordered one beer and one mixed drink. The bartender produced the
drinks without requesting identification (this trooper is 33 years of age). observations of patrons
revealed that mostP
ersons resent seemed to be familiar with each other and with bar personnel.
P
The black male knew most b first names. There did not appear to be anyone below the age of
y PP y
24-25ears of acre in the bar . At the time of our arrival, we did not observe anyone in an
y a
obvious state of intoxication. E ;
4. Further observations revealed that durincr our stay at the bar, several patrons left
the bar with their drinks. Some of these patrons returned with their drinks a short time later.
This may e explained lained by the fact that the bathrooms are located outside the bar in another
P
building, other patrons never returned.
5.
Trooper Sabota and I remained in the bar until last call which was given at
a roximately 2345 hours. Ata roximately 0000 hours, the black male was telling everyone to
Pp PP
finish their drinks and leave the bar. Trooper Sabota and I left the bar with our drinks. This
trooper carried a Red Stripe Lager beer bottle with contents out into the parking area. Trooper
i
0iria rvnI]► ?_ J117' I ]/. E'_ f/f3)!7'
