Page 2 <br /> Board of Selectmen <br /> Minutes <br /> May 6, 1996 <br /> I TEW BUS aMc!US� <br /> i <br /> ADDroyal of Letters of Suwortl- <br /> Selectman Costa recommended the Board express appreciation and support <br /> to Congressional representatives; Derry,Kennedy, Studds, and Weld for <br /> the$1.1 million in funds the Town will receive from the Pr+esident!s budget. <br /> Motion made by Selectman Mills to authorize the Executive <br /> Secretary to draft letters of support as recommended on <br /> behalf of the Board of Selectmen <br /> Motion seconded by Selectman Dinizio. <br /> YOTJL: Unanimous. 4-0. <br /> Selectman Caffyn absent. <br /> Selectman Caffyn present: 6:36 p.m. <br /> Rgyigw of Annual and Spgcial Town Meeting Warrant: <br /> With reference to the Special Town Meeting Warrant,Diane Rommelmeyer, <br /> Town Accountant indicated that the Treasurer/Tax Collector will move to <br /> indefinitely postpone transferring funds into the stabilization account. <br /> IVIS. Rommelmeyer noted that transferring funds would create a cash flow <br /> problem for the Town between now and the end of the fiscal year. The <br /> Treasurer/Tax Collector will request the article be placed on the October <br /> Town Meeting Warrant after the free cash has been certified. <br /> Discussion followed with regards to the respective articles. It was noted <br /> that Article#24,a general bylaw amendment will back up the deadline for <br /> the submission of articles by an equal two week period in order to allow for <br /> sufficient time for the preparation and review of the draft warrant prior to <br /> its posting. Last year, the Town voted to extend the time period for the <br /> posting of the Town Meeting warrants,which left a shortened period <br /> between the deadline for submitting articles, and the deadline for posting. <br /> It was noted that a representative from the Trust for Public Lands will be <br /> present to speak on behalf of the Bufflehead Bay Land acquisition article. <br /> Jeremy Cartier,Town Moderator indicated that the request should be made <br /> on Town Meeting floor after the motion has been read. A majority vote is <br /> necessary to allow for the presentation in support of Article#21. <br /> With reference to the Omnibus budget, Selectman Caffyn indicated that she <br /> will request the moderator to consider taking the article out of order to <br /> allow ample time to discuss the newposltion articles. It was noted that a <br /> vote is necessary to make the request. <br />
