It was noted <br /> that 1995 revenues exceeded expenditures by approximately a roximatel $700 . <br /> Although the Town has collected more back taxes,approximately <br /> PP Y <br /> $350,000 more than the levy, the sum of$2,000,000 remains <br /> outstanding in uncollected taxes. <br /> With respect to uncollected taxes,Mr.whritenour indicated that the <br /> Town has made specific efforts to reduce the balance. Selectman <br /> affyn <br /> suggested to prepare a Town Meeting article proposing to not issue any <br /> permits until all taxes have been paid,and seek additional methods to <br /> obtain payment due to the Town. <br /> Mr.Bison indicated that the Town has maintained sound accounting <br /> records. In his management letter he recommended the Town consider <br /> short term borrowing closer to the onset of actual projects. He noted <br /> that It appears the Town is borrowing too much,too soon for capital <br /> i <br /> projects. i <br /> i. <br /> In addition,Mr.Biron recommended the Town record ambulance <br /> receivables in a general ledger on a regular basis,and reconcile the <br /> receivables with the Town Accountant on a regular basis. r <br /> With regards to bank deposits,Mr. Biron strongly suggested a <br /> police escort be present when depositing large amounts of cash. <br /> Mr.Biron also recommended that the Treasurer report all deposits held <br /> for performance bonds to the Town Accountant on a regular basis. <br /> Passbook accounts may also be pooled into one account to simplify <br /> the process noted Mr. Biron. <br /> Funds from previous capital projects should be used for specific <br /> similar purchases if the Town has bonded the money indicated Mr.Biron. <br /> Mr.whritenour indicated that the Town is using the surplus funds from <br /> the Middle School addition project for capital improvement programs. <br /> The Board commended the Town Accountant,Diane Rommelmeyer and <br /> her staff for maintaining sound internal accounting methods and controls. <br />
