Mashpee Planning Board <br /> Minutes of Meeting <br /> January 16, 2019 at 6:00 p.m. <br /> Waquoit Meeting Room,Mashpee Town Hall <br /> Present: Joe Cummings, Dennis Balzarini, David Weeden,Robert(Rob)Hansen (Alt.) <br /> Also: Evan Lehrer-Town Planner; Charles Rowley-Consulting Engineer <br /> Absent: Chairman Mary Waygan,David Kooharian <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit Meeting <br /> Room at Mashpee Town Hall by Vice Chair Cummings at 6:04 p.m. on Wednesday, January 16, 2019. <br /> The Vice Chair stated that the meeting was being videographed and recorded and asked that speakers <br /> approach the podium and state their name, address and comment. <br /> The Pledge of Allegiance was recited. <br /> APPROVAL OF MINUTES—December 19, 2018 and January 2,2019 <br /> The minutes will be placed on hold until the return of Chairman Waygan. <br /> MOTION: Mr. Balzarini made a motion to move the minutes to the next meeting. Mr. Weeden <br /> seconded the motion. All voted unanimously. <br /> PRESENTATION <br /> Leslie Richardson, Chief Economic Development Officer & Heather Harper, Chief of <br /> Staff, Cape Cod Commission-Hardcopies of the presentation were distributed to Board members. <br /> Ms. Harper referenced the Housing Institute program, created to address the challenges of developing a <br /> housing supply on Cape Cad, The Cape Cod Commission was invited to present the relationship <br /> between economic development and housing at this year's Housing Institute. <br /> Ms. Richardson stated that the economy was a partnership between the public and private sector. The <br /> private sector provided the goods and services, employing workers, while the government established <br /> the framework. Economic development typically worked with specific businesses while the <br /> Commission developed economic foundations, ensuring that it had the appropriate infrastructure on the <br /> Cape and the appropriate regulatory scheme to encourage economic diversity and ensure that partners <br /> had the necessary information available and workforce training. <br /> The Cape had 215,000 residents year round with 162,000 housing units and 96,000 people employed. <br /> Little land was available to be developed with 79% of parcels already developed. Mashpee year round <br /> residents numbered 14,054 with 10,033 housing units. Regional output has changed over the years, <br /> with some slowdowns during recession, but now heading back toward the peaks similar to 2003 and <br /> 2004. Value and output was generated in retail, tourism and healthcare. Emerging industries are <br /> increasing at a faster rate, such as in technology.
