3
*DRAFT*Board of Selectmen
Minutes
January 14, 2019
Discussion on the Plan and its assumptions and conclusions:
Three necessary approaches are recommended as follows;
1. Source Removal:
Wastewater Management:
New Town sewer facilities
Regional facilities (Joint Base Cape Cod-JBCC)
Improvements to existing private wastewater treatment facilities (WWTF)
Onsite systems
Stormwater Management:
Best Management Practices (BMP's)
Fertilizer Management Bylaws
2, Direct Environmental Mitiization:
Shellfish aquaculture—Popponesset Bay& associated embayments
Jehu Pond, Hamblin Pond, Great& Little Rivers
Other adaptive approaches
3. Land Manazement Strategies:
Land use/zoning
Open space
Recharge & water resource sites
Conversion from seasonal to year round use
Mr. Gregg indicated the nitrogen from new development and from re-development needs to be
further addressed and included in nitrogen remediation to meet TMDL compliance standards.
The Pian implementation schedule presently encompasses (5)phases over different time periods.
The process of phasing allows for the utilization of adaptive management approaches, grants time to
consider growth and the future assessment of the remediation process while easing cost constraints
and disruption to the community.
Improvements to the Mashpee River watershed are reflected in Phase 1 of the project scope. This
phase relies heavily on the adaptive management approach from the shellfish aquaculture program.
Phase I is the mainstay to improve the condition of Popponesset Bay. In this phase, the WWTF is
planned to be sited east of the Transfer Station to treat and recharge. A modular facility is planned
and included in the design for fixture expansion purposes. GHD, Inc. is authorized to conduct the
Site 4 WWTF design development for Phase 1. The $450,000 project has been secured with the use
of CCC mitigation funding.
