Taylor <br /> Meeting Called to Order by Chairman Sherman at 6:30 p.m. <br /> Mashpee Town Hall, Waquoit Meeting Room <br /> JOINT MEETING—BOARD OF SELECTMEN, CONSERVATION COMMISSION, <br /> BOARD OF HEALTH, PLANNING BOARD, SEWER COMMISSION, ZONING BOARD <br /> OF APPEALS <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: None at this time. <br /> NEW BUSINESS <br /> Presentation of best practices for managing operations—Jeff Gregg,GHQ; <br /> GHD Consulting Engineer Jeff Gregg continued to discuss the matter of wastewater with the Board <br /> of Selectmen and respective regulatory boards attending the Watershed Nitrogen Management <br /> Planning and Implementation workshop. <br /> Best practices for the management operations of small systems and individual septic systems include <br /> model options developed under the Voluntary National Guidelines for Management of Onsite and <br /> Clustered (Decentralized) Wastewater Treatment Systems as prepared by the USEPA. This includes <br /> Homeowner Awareness, Maintenance Contracts, Operating Permits, Responsible Management <br /> Entities Operation Maintenance and Responsible Management.Entities Ownership. <br /> The Homeowner Awareness objective includes public education and participation,planning, system <br /> performance,training and certification licensing, and site evaluation. The Responsible Management <br /> Entities (RME) for onsite/decentralized systems includes public education and participation, <br /> planning, performance, training and certification licensing. <br /> In considering best practices, it was noted the Town of Chatham has contracted operations under the <br /> direction of their Director of Public Works. The Natural Resources Director manages the planning <br /> and implementation phases, and the DPW Director manages the construction and operation. <br /> Engineering services are contracted, and new contracts are placed out to bid in five-year increments. <br /> In Provincetown contract operations and engineering are managed by the DPW Director, Work was <br /> contracted for the design/build/operate facility. In the Town of Barnstable a Water Pollution Control <br /> Division with in-house staff is managed by the Director of Public Works who also directs planning <br /> and engineering. Specialized engineering services are independently contracted. <br />
