3 <br /> Finance Committee <br /> Minutes <br /> February 16, 201 <br /> FYI 8 Budget review in preparation for Mgy 2017 Town Meetin : (continued) <br /> The Town Manager's F "18 budget Recommendation is $55,375,028. This figure represents <br /> budget adjustments with the DPW,Fire, Department of Natural Resources, Inspections, School, <br /> Planning,Recreation,the TownClerk's Office, Board of Health and police Department. <br /> The level funded F 18 budget recommendation represents a decrease of 2.3%. This includes a <br /> 0.5% or$425,000 reduction in the School Department budget. <br /> Town Manager Rodney C. Collins indicated the budget is a result of the tightening of services in <br /> an attempt to avoid a potential override in 202 1. In considering the 1 0-year financial forecast of <br /> the Tern of Mashpee all options are being explored in an effort to to increase the revenue strewn <br /> and to control expenditures. It was noted the initial departmental request was $56,584,052. <br /> With the recommended reductions,the budget was reduced by$1,209,024. <br /> The restructured budget will ensure that all mission critical services are satisfied. The budget <br /> does project layoffs, although some positions previously authorized by a vete of Town Meeting <br /> will not be achieved. Merit step increases are included in the budget. Cost of living adjustments <br /> (CODA)are net included in the budget assumption. <br /> With respect to the collective bargaining process Town Manager Rodney C. Collins indicated <br /> this funding projection has been taken into consideration. However,the level funded budget as <br /> presented is not reflective of collective bargaining agreements. <br /> .Additional projects under consideration by the Town include the funding of the Quashnet School <br /> project and the Cape Cod Technical School construction project. To reaffrrn his position Town <br /> Manager Rodney C. Collins stated he is not against the Cape Cod Technical School and the <br /> education that is provided in the technical student program. Realizing the importance to educate <br /> current and future technical students,there is serious concern regarding the cost and supe of the <br /> $141,000,000 project. The project as it is presented would cast the Town of Mashpee <br /> $18,000,000 over a thirty year period. Currently there are 61 students attending the school. <br /> Being attentive to the financial obligation, Town Manager Collins indicated he had a productive <br /> conversation with the Cape Cod Technical School Superintendent Robert unborn regarding this <br /> matter; Mr. Sanborn was noted to have attended a Selectmen's Meeting earlier this week to give <br /> an update on the preferred proposal for new construction. <br /> The 650 design enrollment figuremas recommended by the Massachusetts School Building <br /> Assistance(MSBA),. Given the projections of enrollment,there is apprehension that a building <br /> of this size may not be necessary. Currently 619 students are enrolled in the technical school <br /> program. <br />
