5 <br /> Fixeance Committee <br /> Minutes <br /> February 1 ,201'7 <br /> FYI 8 Budget review in preparation for May 2017 Town Meetin : (continued) <br /> In ftuther considering the Town Manager's budget recommendation, several questions were <br /> inquired upon. It was determined that questions would be sent to the Fmnance Committee Chair <br /> who would collectively forward the queries to the Town Manager. <br /> The following questions were briefly noted; <br /> How many Full-Time Equivalent(FTE)positions are not being funded? <br /> As responded; Fire (1), Police . <br /> Positions previously funded,but not fulfilled; Assistant Town Planner, Adnm'ni trativc Assistant <br /> Position, <br /> With regards to the Transfer Station, Town Manager Rodney C. Collins indicated the revenue <br /> stream is being addressed in an attempt to not subsidize the operation of the Transfer Station. <br /> It is the intent to move forward with an Enterprise Fund utilizing a sticker fee system, Included <br /> in the new fee structure proposal is the increase of a recycling sticker fee to $124 <br /> There was a question regarding the revenue that is generated by the solar panels at the Transfer <br /> Station. The exact figures were not-fully determined, but it is estimated to produce$70,000. All <br /> fees revert to the general fund. <br /> A cost breakdown of the revenue the town is generating was requested. <br /> It was recommended that tended pension liability be further reviewed, and to possibly set <br /> aside funding for this purpose. It was agreed this topic would be deferred for possible <br /> consideration in October. <br /> Lastly,the Finance Committee expressed appreciation to the Town Manager for his efforts to <br /> present a level funded budget. Appreciation was also extended to the School Cottee as their <br /> initial budget request increased by 2.8%. The town and the schools are working diligently to <br /> tighten their budget at a time of fiscal constraints, <br /> Town Manager Rodney C. Collins commended the Wayne E. Taylor,the Assistant Town. <br /> Manager, and the collected effort of the Finance Team consisting of the Finance Director,the <br /> Director of.Assessing and the Treasurer/Tax Collector. Town.Manager Rodney C. Collins also <br /> gave respect to his Board of Selectman and to the Finance Committce. <br /> It was agreed,to avoid an override,the Town is reviewing all possible alternatives. <br />
