3 <br /> Finance Cottee <br /> Minutes <br /> Earch 1 , 2017 <br /> APPOINTMENTS &HEARJNGS <br /> Public Hearin --Fiscal Year 2018 Overating.Budget,-, <br /> In accordance with Section 6-6 of the Charter for the Town of Mashpee,the Finance Committee <br /> opened the Public Hearing on,the Fiscal Year 2018 Operating Budget for the Town of Mashpee <br /> as submitted by the Town Manager. To conform to posting requirements, the Hearing notice <br /> was read aloud into the record. <br /> Attending the Public Nearing was Town Manager Rodney C. Collins,Assistant Town Manager <br /> Wayne E. Taylor and the Finance Director Dawn M. Thayer} <br /> Rodney C. Collins, Town Manager expressed appreciation to those who have assisted in the <br /> budget preparation process for fiscal year 2018. As professionals,the entire staff including the <br /> school department has been fully understanding and cooperative with regards to fiscal constraints <br /> as the Town of Ilashp e e endeavors to fund several large prof a cts. This includes the $5,800,000 <br /> Quashnet School renovation pro f ect to be considered as a debt exclusion,the$18,00%000 <br /> (Mashpee's share) of the Cape Cod Regional Technical School construction project and pending <br /> collective ba gaining agreements under negotiation. <br /> Although the School Department budget is slighter higher than last year,the FYI 8 budget <br /> overall is reduced in comparison to last fiscal year. There is conccrn with respect to unknown <br /> costs associated to the Cape Cod Regional Technical School budget. Town Manager Rodney C. <br /> Collins indicated he recently met with the CCRT Superintendent of schools to further discuss <br /> cost projections associated to the project proposal. It is the intention of the CCRT School <br /> uperintendent to fully vet this project in an effort to reduce cost assumptions where possible. <br /> For the record Town.Manager Rodney . Collins stated he is not in objection to the prof cet <br /> proposal and of the benefit relative to receiving a technical school education. However, as Chief <br /> Administrative Officer of the Town of Mashpee Town Manager Rodney C. Collins indicated it is <br /> his desire to reduce costs where passible. <br /> It was disclosed that currently there is no representation from the Board of Selectmen to serve as <br /> liaison to the Cape Cod Regional Technical School. Mashpee School Committee members <br /> Scott McGee and David Bloomfield presently serve as representatives. Dawn Thayer,the <br /> Finance Director also serves as the Town of Mashpee representative on the School Building <br /> Committee. <br /> Discussion followed with respect to the FYI 8 omnibus Budget. when asked of the principal <br /> Outside 2 V2which was budgeted FYI for$1,975,000 and is now recommended at$615,000 <br /> in FY 18, it was explained th.e $615,000 cost in FYI 8 is associated to debt obligations relative to <br /> the Fire Substation, the Senior Center,the Library and the St. Vincent land acquisition. with <br /> respect to the$1,3 00,000 reduction,the decrease represents a loss of$900,000 in MSBA <br /> reimbursement revenue associated to the Mashpee High School project which is no longer a part <br /> of the debt schedule in fiscal year 2018. <br />
