3 <br /> Hna ce Committee <br /> Minutes <br /> September 7, 2017 <br /> OLD BUSINESS <br /> preparation of Finance Committee Annual Report: <br /> Discussion followed with respect to the warrant articles. In considering the articles and the <br /> previous action of the Finance Committee, it was agreed that Article##17 proposed to amend the <br /> Zoning By-law to allow the storage of one travel trailer, camping trailer or rnotorhome on a <br /> residential lot,provided they are stored at lust 10' from neighboring properties requiring a Plan <br /> Review Committee approval for those greater than 30' would be re-voted. The previous vote <br /> was 0-5 in opposition to the zoning amendment,, <br /> Motion made by Mr.DelPonte to rescind previous action on Article##17, and approve <br /> Article##I7 as written. <br /> Motion seconded by Mr.McCahill. <br /> OTE: Unanimous. -o. <br /> Doll Call Vote: <br /> Mr. Pettengill,yes Mr. De[Ponte,yes Mr.Avis,yes <br /> Mr.McKelvey,yes Mr. McCahill,yes opposed, none <br /> In further reviewing the articles on the October warrant,an in-depth discussion was held on the <br /> utter of Article##13 and##14 proposed to adopt a Zoning By-law relative to implementing a <br /> temporary moratorium on the use of land or structures for recreational marijuana establishments <br /> and manjuana retailers until December 31, 2018 and to adopt a General By-law limiting the <br /> number of retail manj uana e stab li shments. <br /> As the moratorium article was considered,it was agreed the wording to request a simple yes or <br /> no vote to determine if the Town is in favor or not of recreational sales appears to be omitted <br /> from.Article#13. It was noted the adoption of a Zoning By-law requires a 2/3 d,,s vote. In <br /> further reviewing the content of the article,there was question if the article does not pass; is <br /> assumed the gown would allow recreational sales without a vote on the question? The article as <br /> written was deemed confusing. <br /> It was agreed the finance Committee would rerm't com u i.eation to the Board of Selectmen <br /> in request of clarification of warrant Articles##13 and##14, specifically regarding the <br /> consequences of the articles passing or failing at'Town Meeting. <br /> The Board of Selectmen is expected to take formal action on the Town Meeting warrant at their <br /> eptemb er 11, 017 meeting. <br />
