1. The variance to the Board of Health Boil stability Regulation needs to be shown on the plan. Matt <br /> Costa has provided the denitrification system as mitigation for that variance. <br /> ' G <br /> . The soil below the proposed soil Absorption system is identified as fill down to 40" and subsoil to 48" <br /> so that soil will need to be removed five feet around and under. Mr. Harrington recommended that a <br /> strip-out be required since the system is at ground level. <br /> Matt costa of cape and Islands Engineering, representing 6 Beach Road, introduced himself to the Board. <br /> k <br /> Mr. costa agrees with Mr. Harrington}s recommendation. Mr. costa will add the 5-foot over dig around the <br /> system and also a benchmark to the plan. The plan will be revised and submitted to Mr. Harrington. <br /> Laurel Almquist made a 'Motion that the Board of Health approve the Nitrogen Aggregation Loading Plan <br /> Request for 6 Beach Load with the following stipulations: <br /> 1. No Disposal System construction Permits shall be issued for the property covered under the Grant until <br /> the Grant documents and the approved Nitrogen Aggregation Flan have been signed and recorded at <br /> the Registry of Deeds. <br /> . All the prepared plans: including the sketch plans, shall be stamped by a Registered Land Surveyor. <br /> Also, the motion is to include the approval of the septic design plan for 6 Beach Road. Brian Baumgaertel <br /> seconded the motion. The motion was unanimously approved. <br /> NEW BUSINESS <br /> 1. Sign Expense Warrants. The Board members signed the expense warrant. <br /> R Review/Approve BOH Pubic Session Minutes: October 12, 2017. <br /> Laurel Almquist made a motion that the Board of Health approve the Public Session minutes of October 12, <br /> 2017, as amended. Brian Baumgaertel seconded the motion. The motion was unanimously approved. <br /> 3. Amended Septic Regulation: Nitrogen Aggregation Loading Plan Review. <br /> Glen Harrington remarked that there are many septic regulations to examine and revise making the review <br /> process lengthy. <br /> 4. Failure to Pay Fines: Blast Fitness- 106 Falmouth Road. <br /> Glen Harrington commented that fines were issued back in April and received by Blast Fitness Management on <br /> April 10, 2017, for failure to correct violations discovered on March 21, 2017. Five violations were not corrected <br /> and 10 days elapsed; therefore, $5,000 in fines were issued. To date, no fines have been paid. As this is an <br /> on-going saga for Blast Fitness, Mr. Harrington is requesting the Board to forward this complaint to Town <br /> Counsel for collection and issuance of a complaint in court, <br /> Laurel Almquist made a notion that the Board of Health forward Blast Fitness to Town Counsel for issuance of <br /> a complaint in court because of the concern for the potential spread of disease. Brian Baumgaertel seconded <br /> the motion. Mr. Harrington <br /> remarked that the number of bedrooms and dwelling units are in question.
