t <br /> t <br /> Mashpee Planning Board <br /> Minutes of Meeting <br /> March 1, 2017 at 7:00 p.m. <br /> Waquoit Meeting Room, Mashpee Town Mall <br /> Planning Board Members Present: Chairman Mary Waygan, Dennis Balzarini, David Kooharian, <br /> Joe Cummings, David Weeden <br /> Also: Charles Rowley-Consulting Engineer <br /> Absent: Robert (Rob) Hansen <br /> CALL To ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit Meeting <br /> Boone at Mashee Town Hall by Chairman Waygan, at Too p.m. on Wednesday, March 1, 2017. The <br /> P <br /> Pledge of Allegiance was recited, <br /> APPROVAL OF MINUTES—February 15, 201 <br /> MOTION: Mr. Balzarini made a motion to accept the minutes of February t as written. Mr. <br /> Cummings seconded the motion, 4 yes, t abstain <br /> DEFINITIVE SUBDIVISION PLAN <br /> Status of construction schedule for B DM 1 ock ay highlands Road Work <br /> Chairman Waygan confirmed that she forwarded a copy of the minutes to the DPW Director, the Town <br /> Manager and the Assistant Town Manager. There were no other updates. <br /> BOARDITEMS <br /> New Business <br /> Discussion of FY 2018Planning Budget, Staffing and Transition-A memo was received <br /> from the Town Manager regarding the budget. The Chair referenced the first paragraph indicating that <br /> t t some vacancies were not being funded." The Chair stated that the staffing request for the Planning <br /> Board was for a Town planner, Assistant Town Planner and an Administrative Assistant, all full time <br /> positions. Within the legal structure of the Town's organization, it listed the Town Planner and <br /> Administrative Assistant, but there was confasio n. regarding an Assistant Town Planner that required a. <br /> Town Meeting Grote. The Chair reported that the 2018 budget funded a fall time Tows.Planner and <br /> part time .Administrative Assistant. <br /> The Chair recommended further conversation with the Torn Manager's office regarding the proposed <br /> funding and department needs. Chairman Waygan highlighted Mr. udala's efficiency as the Town <br /> Planner and his ability to do the work of two people. The Chair noted that, to attract a good quality <br /> candidate for the position, towns would typically need to offer a salary larger than the current salary. <br /> The Chair has drafted a letter to the Chair of the Board of Selectmen, Selectman Gottlieb. 11 r. <br /> Balzarini stated that a Town Planner and Administrative Assistant were critical, and inquired about <br /> how long IIS, Rowley would be serving as Consulting Engineer. Mr. Balzarini added that Mashpee <br /> Commons would be returning to the Planning Board with requests to alter zoning and suggested that <br /> Mr. Fudala be hired to serve as a consultant while the Town seeps a new hire for the position. Mr. <br /> Balzarini stated that both Mr, Fudala and lair. Rowley were extremely knowledgeable about Mashpee <br /> Commons, There was consensus among Board members to Dire Mr. Fudala as a consultant. Mr. <br /> Rowley inquired whether the Torn was authorized to hire consultants under Section 53G. The Chair <br /> l <br />
