5 <br /> Board of Selectmen <br /> Minutes <br /> January 28, 2019 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Discussion regarding Cell Tower, Town Manager: <br /> As an update and in response to the public comment, Town Manager Rodney C. Collins indicated on <br /> February 22, 2016 the Board of Selectmen voted to recommend the Town Manager review the <br /> potential to locate a cell phone tower on Town property located on Red Brook Road at the Fire <br /> Substation to enhance the service in South Mashpee. It was determined that all findings would be <br /> reported to the full Board, and that this initiative was previously considered favorably by the Town <br /> of Mashpee. After reviewing the proposal,the Board of Selectmen authorized a Request for <br /> Proposal publicly. In accordance with an opinion received from Town Counsel, the Board of <br /> Selectmen does not have any unilateral power to terminate the lease with Blue Sky. This firm has <br /> not defaulted, and the Town is actively engaging in the permitting for this project. <br /> Public Hearing: License to operate one (1) vehicle for Livery Service, Christine M. Kelley, Sipping <br /> Safaris LLC d/b/a Si s Cape Cod: <br /> The Board of Selectmen opened the Public Hearing on the application of Christine M. Kelley, <br /> Sipping Safaris, LLC d/b/a Sips Cape Cod for the operation of one (1) vehicle for Livery Service. <br /> The hearing notice was read into the record to conform to posting procedures. <br /> Christine Kelley was in attendance to review the application with the Board of Selectmen. Ms. <br /> Kelley indicated the livery service is intended as a tour company, and as an alternative to drinking <br /> and driving to keep persons safe on the road. This is not a limousine service; it is a mini-bus service <br /> for specifically pre-booked tours. Ms. Kelley stated this is not a party bus. There will be no open <br /> containers of alcohol in the vehicle. <br /> Drivers would pick-up and drop-off at pre-booked hotels. Games such as trivia would be provided <br /> for entertainment to each destination. Destinations may include trips to local breweries. All drivers <br /> are trained in CPR and TIP for safety. Ms. Kelley is a local nurse and decided upon this alternative <br /> after seeing many patients in the ICU. There was no public comment regarding this application. <br /> Motion made by Selectman Gottlieb to close the Public Hearing. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br /> Motion made by Selectman Gottlieb to approve the application of Christine M. Kelley, Sipping <br /> Safaris, LLC d/b/a Sips Cape Cod to operate (1)vehicle for Livery Service. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br />
