3 <br /> Board of Selectmen <br /> Minutes <br /> October 16, 2017 <br /> Review of Town Meeting Warrant with the Finance Committee, Town Counsel and the Dept <br /> Town Moderator: (continued) <br /> Discussion followed with respect to Article #12 proposed to adopt a bylaw to implement a temporary <br /> moratorium until December 31, 2018 on the local permitting and use of land or structures for <br /> recreational marijuana establishments and marijuana retailers in the Town to review regulations (not yet <br /> adopted) in a comprehensive planning process. <br /> Discussion continued regarding the ramifications of the proposed bylaw if a majority vote was not <br /> achieved. The.revenue to be generated was considered as was the additional 3% impact fee tax which <br /> would fund educational and awareness programs in the schools. <br /> If the moratorium passes by a majority vote, it was agreed that public meetings would be held prior to <br /> the decision making process. Currently 2/3rd,S of local communities have adopted a similar <br /> moratorium. This action will allow for opportunities to review the workings of approved medical <br /> marijuana facilities, and allow the state to set its rules.
