Traffic Control <br /> MIs. Laurent- Advantageous-Proposing to use rail, which world reduce traffic on the <br /> bridge and referenced the 30,000-50,000 tons. They did not offer estimated trips but they did <br /> offer an incentive for heavy loads. <br /> Mr. Jack- Advantageous-MSW would be by rail but expressed concern regarding <br /> the company's intent that vehicles from outside the Upper Cape area was under consideration. <br /> Mr. Tilton-- Advantageous-No trip generation identified though proposer did provide <br /> incentives for reduction in truer traffic and proposed to use rail to reduce bridge traffic. <br /> Mr. Segura-Highly Advantageous-Reduction of bridge traffic <br /> Mr. Barrett-Highly Advantageous-Although no truck counts were provided, they offered <br /> specific mitigation techniques should a problem arise and offered criteria, for elimination of <br /> troubled customers <br /> . Regional Benefit <br /> 11s. Laurent-Highly Advantageous-Benefit of Mev alternative disposal site and <br /> recyclables and other materials such as salt and catch basin cleanings <br /> Mr. Jack- Highly Advantageous-Proposal provided for localized/Cape area.MSW options <br /> and other options such as salt and other alternatives <br /> Mr. Wilton-Highly Advantageous-Solid waste and C&D and recycling services to Cape <br /> towns with a discount to Upper Cape towns. Ability to provide other services and developed a <br /> plan to reduce traffic impacts. <br /> Mr. Segura-Highly Advantageous-Potential uses for recycling, salt, MSW and C&D <br /> Mr. Barrett,-Highly Advantageous-Traffic is issues and discounted rates to 4 towns if MSW <br /> services needed. No impact on competition for businesses. <br /> 10. Summary Composite Rating <br /> Ms. Laurent-Highly Advantageous <br /> Mr. Jack- Advantageous/Highly Advantageous-Met or exceeded proposal requirements <br /> Mr. Tilton-Highly Advantageous-provided solid waste, C&D and recycling services with <br /> discounts to the Tipper Cape towns and provided a plan in an effort to reduce traffic impacts. <br /> Note: Need further understanding ofproposer's financial expectations to upgrade the facility. <br /> Imo-. Segura-Highly Advantageous <br /> Mr. Barrett-Highly Advantageous-Traffic and potential business competition, lowering of <br /> pricing <br /> A member of the public questioned issues of competition regarding avossa'sp rice increases <br /> versus Recycling Solutions potential for lowering prices. Mr. Barrett explained his reasoning. <br /> In order to proceed, Mr. Costello suggested that the Board first clarify any missing required <br /> information and issue a request to those proposers to supplement their proposals. Additionally, <br /> the Board could tabulate the criteria evaluations for rankings and develop a list of the proposers <br /> ranked in order. Proposers with missing information could be added to the list once their <br /> 10 <br />
