82 Santuit Pond Road
Mashpee, Ma 02649
August 2 , 1995
To The Editor:
Why a DCPC?
,,In December, 1995, the Cape Cod Commission strongly
recommended the subwater sheds of the Mashpee River and Shoestring
Bay be designated a District .of Critical (Pr-alfh1hg" Concern, "
"Nitrogen levels in the Mashpee River are 33 times the critical
loading level for the river and nitrogen levels in Shoestring Bay
are 3 times the level for the Bay, according to the Commission. "
"High nitrogen levels in coastal areas can cloud the water,
destroy shell fish habi tat and kill fish. "
"Drinking water contaminated by nitrogen has been linked to
gastrointestinal health problems and a decreased capacity of
infants to :use oxygen. " (Mashpee Enterprise, 12/29/95) .
"It may be expedient for the Town of Mashpee to considers
DCPC for the subwater shed to slow developmental pressures and allow
time to formulate the best management strategy for this area. " (Mashpr=
Enterprise, 12/29/95)
Cape Cod Commision Water Resources Coordinator Thomas Cambareri
said discussions about a DCPC need to take place at Town level
and the Commission would favor any nomination from the Town. "
(Mashpee Enterprise, 12/29/95) .
In 1995, Mashpee Shellfish Constable stated, " The Mashpee River
is bad because it ' s not being flushed. " Referring to a 1991 study
of the river by K-V Associates of Falmouth which recommended the
town act to control the amounts of bacteria and nitrogen entering
the river and improve the flushing rate. (Mashpee Enterprise, 1995)
"The situation is intolerable said then Board of Selectmen
Chairman James Vaccaro, who urged Mashpee ' s Waterways Coastal
Resources Committee to proceed full speed ahead with measures to
improve the conditions of the river. (Mashpee Enterprise, 1995)
Mr. Vaccaro decided not to run for another term as Selectman and
when he left, absolutely no substantive actions or regulations had
been undertaken or adopted.
Today, the same political shell game goes on with the Mashpee
River, The Mashpee Wampanoag Indian Tribal Council calls for a
DCPC for the Mashpee River subwater shed . The Mashpee Environmental
Coalition calls for a DCPC for the Mashpee River subwatershed, and
not a murmur from the Selectmen.
The People of the Town of Mashpee want a public hearing on this
issue as soon as possible. The people of the Town of Mashpee want
the Selectmen to stand and take a vote. You're either for the People.
and the Town of Mashpee or you' re for special interest. We want to
know. The River cannot wait much longer. It is gasping for air
and we need a solid commitment now.
V/1-16
Charles E. Costello
( 508 )477--7149
