Page 4 <br /> Board of Selectmen <br /> Minutes-revised <br /> November 13, 1996 <br /> Present: Selectman Costa, Selectman Frye, Selectman Marsters, Selectman Caffyn <br /> Executive Secretary Robert whritenour <br /> Assistant to the Executive Secretary Joyce Mason <br /> Absent: Selectman Dinizio <br /> Meeting alledto Order by Chairman Costa at 3:15 p.m. <br /> Carol Jacobson Senior Center. <br /> Qoals and_objectives: <br /> The Board of Selectmen indicated that they were going to conduct a <br /> workshop session for the purpose of discussing the Goals and objectives <br /> established in 1993-1994 relative to Human Services, Green Tourism, <br /> Public Works/Infrastructure, and Business/Economic Development. <br /> (enclosed) <br /> Selectman Costa recommended the Board review the subject matter <br /> pertaining to the above, and incorporate individual goals and objectives <br /> for further review. <br /> 1 <br /> *Future Agenda: workshop Session re: Goals and objectives. <br /> E <br /> FY98 Budget Process: <br /> Discussion followed with regards to the FY98 Budgetary Process. <br /> Mr.whritenour was directed by the Board to authorize Departments <br /> to prepare a level funded expense budget. <br /> It was noted that the Selectmen will conduct a preliminary budget <br /> review with the Finance Committee in early January. <br /> Finance Committee member,Juan Bacigalupi indicated that a level <br /> funded budget is necessary to maintain the level of services. <br /> Selectman Caffyn stated that tax stability is critical. Departments <br /> should be more creative and seek additional revenue sources. In addition, <br /> we should work diligently to ensure educational funding opportunities by <br /> exhorting more pressure to our Legislators related Selectman Caffyn. <br /> Selectman Costa recommended the Board encourage Departments to <br /> "save"revenues to maintain tax equity relief. Selectman Caffyn suggested <br /> to establish an entrepreneurship that would create a"challenge" of how <br /> well a Department can operate, and develop a "reward system" to merit <br /> management incentives and creativity. <br />
