Page 2 <br /> Board of Selectmen <br /> Minutes-revised <br /> October 7, 1996 <br /> Town Meeting_Warrant Review: <br /> Discussion followed with respect to the assessment of available <br /> funds for the purpose of calculating available property tax relief <br /> to residents of the Town of Mashpee. <br /> Mr.Whritenour recommended the Board approve the three year <br /> property tax relief program as outlined, and place the additional sum <br /> of$350,000 into free cash to offset the tax levy if State revenues <br /> are not attained. <br /> Mr.Whritenour indicated that he discussed this matter of concern <br /> with Representative Cahir today, and noted that a supplemental budget <br /> was passed by the House for emergency growth aid. <br /> Selectman Caffyn made note of a memo received from Senator <br /> Rauschenbach dated October 4, 1996 recognizing the financial impacts <br /> of growth on the school budget. (enclosed) <br /> In addition, Senator Rauschenbach stated that it is difficult to predict <br /> the actual dollar amount Mashpee will attain for emergency assistance <br /> noted Selectman Caffyn in concern to the unexpected programmatic <br /> adjustment to the funding formula that was re-directed from the "Pot Hole" <br /> account. <br /> Senator Rauschenbach indicated that it is difficult to move a fiscal matter <br /> of this magnitude with the Legislature meeting informally. It was noted <br /> that a new session will begin in January, and the supplemental budget is <br /> expected to be filed at that time. <br /> As a result of the uncertain State funds for FY97, Selectman Caffyn <br /> proposed the sum of$750,000 be considered from free cash to offset <br /> the tax levy. To relieve the tax burden of our residents, the tax rate impact <br /> should not go over 2.5% indicated Selectman Caffyn who noted that <br /> Town of Mashpee has one of the highest tax rates in the state of <br /> Massachusetts. <br /> Motion made by Selectman Dinizio to approve the three <br /> year Property Tax Relief Program as outlined, and place <br /> the sum of $350,000 into free cash as recommended. <br /> Motion seconded by Selectman Marsters. <br /> VOTE: 3-1. Motion carries. <br /> Selectman Caffyn in opposition. <br /> Roll Call Vote: George, yes Kenneth, yes <br /> Peter, yes Nancy, no <br />
