RAUSCHENBACH COMMITTEES:
CAPC&ISLANDS DISTRICT SENATE WAYS AND MEANS
ROOM 315 STEERWC-&POLICY
TEL.(6 17)722-1570
DISTRICT OFFICE October 4, 1996
TEL (508)362.4556
Robert Whritenour,Executive Secretary
Town Hall
16 Great Neck Road
Mashpee,MA 02949
Re. Additional School Funds for Mashpee
Dear Mr. Whritenour:
This will update you on the pursuit of Rep. Tom Cahir and myself for funds to mitigate the horrendous
financial impacts of growth on the school budget in Mashpee.
As you know, parameters of the so-called, "Pot Hole" account were expanded by Representative Cahir and
myself. It was anticipated that this increased scope would help Mashpee access this fund for its
unanticipated growth. Due to an unexpected programmatic adjustment to the formula, this funding support
was redirected from the"Pot Hole" account. Refunding this emergency assistance,is a priority of the
Administration and both branches of,the Legislature.
As we noted earlier, I have discussed matter at length with both Secretary of Administration and Finance
Charles Baker and Senate Ways and Means. While I can't predict the actual dollar amount,I can verify again
that Secretary-Baker feels the funding is an"obligation of the Commonwealth, and the Administration is
carrying it on their books".
It is difficult to move a fiscal matter of this magnitude with the Legislature only meeting informally. With the
advent of the new session in January and the anticipated filing of a supplemental budget by the Governor
about that time, thete should be a promising opportunity to bring the matter to conclusion.
Both Tom and I also feel confident the Commissioner of Education,Robert Antonucci, will also recognize the
needs of Mashpec. There are strong indications we will be successful.
Sincerely
HENRIS.RAUSCHENBACH
State Senator
Cape&Islands District
