SEWER PROJECT SCENARIOS—PARAMETERS OF ANALYSIS <br /> Town Manager, <br /> The Finance Team, having been tasked with providing multiple scenarios on sewer financing for <br /> Selectmen consideration, is requesting clarification of its mandate. We respectfully request this <br /> memo to be placed on the Selectmen's Agenda for Monday, January 28, 2019. <br /> Description: <br /> The Board of Selectmen has directed the town's Finance Team to provide analysis and <br /> recommendations for three scenarios regarding waste water financing. However, the scenarios that <br /> the Finance Team is to address allow for numerous permutations. We therefore request guidance <br /> regarding the scope and basic assumptions that are to be utilized for analysis. <br /> Bac kground: <br /> The Finance Team was tasked with analyzing the following three scenarios for Phase 1: <br /> Scenario 1: $34 million construction costs financed using 0% interest SRF loan for a 30 year <br /> period and 25% principle forgiveness. Debt to be paid back $66 million, or$2.2 million per year. <br /> Scenario 2: $34 million construction costs financed using 0% interest SRF loan for a 30 year <br /> period and 25% principle forgiveness. Project costs reduced another$3.25 million by state <br /> earmark in Economic Development Act of 2018. Debt to be paid back$62.75 million, or $2.09 <br /> million per year. <br /> Scenario 3: $34 million construction costs financed using 0% interest SRF loan for a 30 year <br /> period and 25% principal forgiveness. Project costs reduced by $3.25 million by state earmark in <br /> Economic Development Act of 2018. Construction costs reduced by 25% betterment assessment <br /> to property connected to sewer.
