5 <br /> Finance Committee <br /> Minutes <br /> February 7, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Town Manager—FY2020 Omnibus Budget Review/Capital Improvement Program: (continued) <br /> Dawn Thayer, Finance Director indicated the Departmental turn-back was $2.8 million. The <br /> Town of Mashpee has $9.2 million in free cash available for appropriation. Although it is not a <br /> practice to use free cash for operation purposes,the Town budget is reflective of utilizing $1.5 <br /> million in free cash to offset the FY20 budget. An additional $1.3 million is earmarked for the <br /> Capital Improvement Program (CIP) budget, and$1.2 million is planned to be placed in the <br /> Capital Stabilization fund for large capital expenses. <br /> The deadline for the warrant articles associated to the May 2019 Town Meeting is Monday, <br /> February 11, 2019. Therefore, funding requests have not been fully determined. Supplemental <br /> funding may be required to augment this need. <br /> It was noted the Finance Committee line item contains the standard $100,000 appropriation. The <br /> expense line item has increased by $2,000 from last year to $67,000. <br /> In considering transparency and public participation, it was suggested the Town consider <br /> utilizing Instagram and Facebook accounts. This would include the Mashpee Messenger as a <br /> method of communication to open doors,to bring forth more attendance at public meetings. The <br /> matter was taken under advisement as there are concerns regarding cyber security. In <br /> considering the other side of the coin, when there are issues of concern,people do not hesitate to <br /> attend public meetings. When the public is not in attendance it can be perceived there are no <br /> issues. In general, it appears the public appreciates the efficiency of the Town of Mashpee and <br /> its staff members. Public trust is preserved through the Town's integrity and with a sense of <br /> pride in the community. This includes the level of professionalism within the Schools, including <br /> the School Superintendent and School Business Administrator. <br /> Discussion followed regarding cost of living increases (COLA) within the collective bargaining <br /> agreement,personal service contract and PAP process. It was disclosed the last negotiated <br /> contract rate was 2/1/1. Merit steps range from 1-10. The COLA increase was 1%. <br /> It was noted that salary comparisons are not available in MUNIS format. <br />
