7 <br /> Finance Committee <br /> Minutes <br /> February 7, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Town Manager—FY2020 Omnibus Budget Review/Capital Improvement Program: (continued) <br /> In further considering the budget assumptions, it was disclosed that funds are included in the <br /> FY20 budget for the hiring of a Town Engineer/Assistant DPW Director. The position has been <br /> advertised, and would primarily assist with the challenge of wastewater. <br /> Lastly, Police Chief Carline and Fire Chief Rullo indicated that additional employees within their <br /> respective departments would offset overtime wages from being in the red, and would greatly <br /> benefit the Town of Mashpee, especially during peak season. <br /> It was agreed that any questions would be directed to the Town Manager. <br /> COMMUNICATIONS & CORRESPONDENCE <br /> PUBLIC COMMENT <br /> At the end of the meeting John Miller commented briefly on the budget discussion. Mr. Miller <br /> indicated the FTE count was a point well taken and should be evaluated further. The biggest <br /> discrepancy with the Town Manager's recommendation was reflected on the Sewer Commission <br /> budgetary request. It was clarified earlier by the Town Manager the $25,000 in funding for value <br /> engineering was transferred from the Sewer Expense line item to the Legal, Engineering and <br /> Consulting budget of the Board of Selectmen. <br /> Mr. Miller indicated that COLA is predetermined, and there is discretion on merit which takes <br /> into account, performance. It was noted the criteria to which the range is defined adds more <br /> cohesiveness to the evaluation process. <br /> It was agreed that social media including Twitter should be utilized to promote the Town of <br /> Mashpee. The new sign at the Middle/High School could also be used to display <br /> announcements. <br />
