Public Hearing: Expansion of Existing Shellfish Aquaculture License (Shellfish Grant),
Mark C. Burtis 53 Nehoiden Road,Mashpee MA:
Selectman Carol A. Sherman recused herself from discussing the agenda topic of reference.
The Board of Selectmen opened the Public Hearing on the application filed on December 6,2018 by Mark
C,Burtis, 53 Nehoiden Road,Mashpee requesting a Shellfish Aquaculture License (Shellfish Grant)
expansion from 1-acre to a 7-acre site (304,920 square feet),to be located in Hamblin Pond,to grow
oysters and quahogs. Demarcation buoys will be standard 16-inch round, yellow polyethylene, anchored
at the corners of the site. The application and plans are on file at the Office of the Town Manager and
Board of Selectmen.
In accordance with posting procedures, the Hearing notice was read aloud into the record.
Mark C. Burtis was in attendance with his son Christopher to discuss the license expansion project with
members of the Board of Selectmen and interested public.
Mr. Burtis indicated the proposal is to increase the grant from a pre-existing 1-acre site (Mashpee Grant
#9) in Hamblin Pond. There is no significant shellfish population in this area. The intent is to raise
oysters both on bottom and off bottom using grow-out trays, bags, floatation gear, cages and an offsite
approved land based up-weller system. '
The goal of this project is to cultivate 3 million oysters and 2 million quahogs. This ratio will offset
nitrogen mitigation in Hamblin Pond.
During the past three-years,the 1-acre site has been deemed successful, although Mr. Burtis has not
implemented the bottom growth oyster program to date. The bottom sediment is muck with very few
resources.
Motion made by Selectman Gottlieb to close the Public Hearing.
Motion seconded by Selectman O'Hara..
VOTE: Unanimous. 4-0.
Roll Call Vote:
Selectman Sherman, absent Selectman Cahalane, yes Selectman Gottlieb, yes
Selectman O'Hara,yes Selectman Cotton,yes Opposed,none
Motion made by Selectman Gottlieb to approve the application of Mark C.
