I understand that the Selectmen are considering creating a new Town employment position in this <br /> regard, although I note in the Job Description title that the Sewer Commission Administrator would be a "Contracted <br /> Position".There appears to be some ambiguity in this regard. <br /> There is obviously a distinction between 1) creating a permanent full-time or part-time position under the Town's <br /> Personnel Classification and Administration Plan, which per§5-7 of the General Bylaws would be proposed by the Town <br /> Manager and,created and funded by Town Meeting vote, and 2) contracting for the services of a professional consultant <br /> to fulfill the duties and responsibilities of the Sewer Commission Administrator, whether short-or long-term,which <br /> would be effected by procuring a services contract.The latter(services contract) approach would appear to be most <br /> appropriate if the need for a full-time or part-time employee or the management structure within which the <br /> Administrator would operate are still in the feasibility/assessment stage or alternative approaches to providing the <br /> desired administrative services on a permanent basis are still being discussed. <br /> Assuming, based on the detailed Job Description provided for the position, that the Board's intent is to create a full-time <br /> or part-time classified employment position, I suggest the following Article for inclusion in a Town Meeting warrant: <br /> Article_:To see if the Town will vote pursuant to §5-7 of the General Bylaws to create a new permanent (full/part)- <br /> time employment position entitled Sewer Commission Administrator and to establish a salary classification of <br /> for said position in the Town's Personnel Classification and Administration Plan; and,further, <br /> to raise or transfer from available funds and appropriate the sum of <br /> $ to fund the salary and fringe benefits of the Sewer Commission Administrator for the fiscal year <br /> commencing on July 1, 2019, or take any other action in relation thereto. <br /> Let me know if you have any further questions. <br /> Pat <br /> Patrick J.
