1 <br /> Mashpee Board of Sewer Commissioners <br /> Thursday, February 7, 2019 <br /> AGENDA <br /> Call Meeting to Order: 5:00 p.m. — Popponesset Meeting Room, Mashpee Town Hall <br /> Approval of minutes: November 16, 2017, October 25, November 15 and December <br /> 6, 2018 <br /> Status of Final Plan: <br /> - Watershed Nitrogen Management Plan has received all necessary approvals. No <br /> implementation begun other than limited shellfish propagation and WWTP preliminary <br /> design. <br /> Status of other tasks: <br /> - Watershed-Based Permit for Waquoit Bay: first IMA meeting with Falmouth and <br /> Sandwich was held on June 26, 2018. Chair Fudala attended. No further meetings. <br /> - Contract with GHD for $450,000 preliminary design of municipal wastewater treatment <br /> plant adjacent to Transfer Station has been approved and signed. Work begun 1/2/19. <br /> - Status of Sewer Commission Administrator position. <br /> - Status of Selectmen and Finance team discussions regarding financing and <br /> organization of wastewater system implementation. <br /> - Selectmen January 14 and 15 meetings — any reports from Commissioners. <br /> - Shellfish (any report from Rick York). <br /> Voucher approvals <br /> FY2020 Budget status: <br /> - Budget request $35,200, Town Manager recommended: $10,200 (Town Manager <br /> indicates that he will set aside $25,000 from his Legal & Engineering budget for WWTP <br /> preliminary design Value Engineering.) <br /> May 2019 potential warrant articles: <br /> - Site 4 WWTP final design $840,000 <br /> - Phase 1 collection system final design $1,640,000 <br /> Intermunicipal issues: <br /> - IMAs with adjacent towns - Popponesset Bay: IMA with Barnstable and Sandwich <br /> signed 12/17. No further action on implementation. Sandwich has adopted 2% tax <br /> surcharge for wastewater facilities. <br /> - Status of MMR utility planning / Tribal interest. <br /> Fa/mouth issues; Any report from Amy Lowell, Ray Jack or others. <br /> Barnstah/e issues; Any report from Dale Saad, Ken Molloy or others. <br /> Sandwich issues; Any report from Dave Mason or others. <br /> Other items: <br /> - Need to fill 4 Commission vacancies. <br /> Any news regarding existing or potential private WWTPs <br /> Other items not anticipated <br /> Correspondence <br /> Adjournment <br />
