replacement project would materially extend the useful life of the school, and preserve a capital <br /> asset that is otherwise capable of supporting the required educational programs. <br /> The Board of Selectmen recommend approval of Article 15 by a vote of 5-0. <br /> The Finance Committee recommend approval of Article 15 by a vote of 4-0. <br /> Motion made by Selectman John Cahalane. <br /> Motion: I move that the Town of Mashpee vote to appropriate the sum of ten million four hundred <br /> seventy-seven thousand eight hundred eighty-four dollars ($10,477,884) for replacement of roofs, <br /> soffits, windows and doors at the Quashnet School, 150 Old Barnstable Road, Mashpee, MA 02649, <br /> including the payment of costs incidental or related thereto, which proposed repair project would <br /> materially extend the useful life of the school and preserve an asset that otherwise is capable of <br /> supporting the required educational program (the "Project"). Said sum to be expended under the <br /> direction of the Planning & Construction Committee, and to meet said appropriation, five hundred <br /> thousand dollars ($500,000) is transferred from Revenue Available, and the Treasurer, with the <br /> approval of the Selectmen, is authorized to borrow the sum of nine million nine hundred seventy- <br /> seven thousand eight hundred eighty-four dollars ($9,977,884) under M.G.L. Chapter 44, or any <br /> other enabling authority; that the Town of Mashpee acknowledges that the Massachusetts School <br /> Building Authority's ("MSBA") grant program is a non-entitlement, discretionary program based <br /> on need, as determined by the MSBA, and any project costs the Town of Mashpee incurs in excess <br /> of any grant approved by and received from the MSBA shall be the sole responsibility of the Town <br /> of Mashpee;provided further that any grant that the Town of Mashpee may receive from the MSBA <br /> for the Project shall not exceed the lesser of (1) thirty-seven and ninety-five hundredths percent <br /> (37.95%) of eligible, approved project costs, as determined by the MSBA, or (2)the total maximum <br /> grant amount determined by the MSBA; provided that any appropriation hereunder shall be subject <br /> to and contingent upon an affirmative vote of the Town to exempt the amounts required for the <br /> payment of interest and principal on said borrowing from the limitations on taxes imposed by <br /> M.G.L. 59, Section 21C (Proposition 21/2); and that the amount of borrowing authorized pursuant <br /> to this vote shall be reduced by any amounts received or expected to be received from the MSBA <br /> prior to the issuance of any bonds or notes under this vote as set forth in the Project Funding <br /> Agreement that may be executed between the Town of Mashpee and the MSBA. Any premium <br /> received by the Town upon the sale of any bonds or notes approved by this vote, less any such <br /> premium applied to the payment of the costs of issuance of such bonds or notes, may be applied to <br /> the payment of costs approved by this vote in accordance with Chapter 44, Section 20 of the <br /> General Laws, thereby reducing the amount authorized to be borrowed to pay such costs by a like <br /> amount. <br /> Motion passes by 2/3rds vote at 8:11 PM. <br /> Article 16 <br /> To see if the Town will vote to create one new full-time position, Assistant Town Planner, within <br /> the Planning Department, with said position to be classified under Unit A of the Managers <br /> Laborers' International Union of North America, to be effective July 1, 2017, and to appropriate <br /> 18 <br />
