5 <br /> Finance Committee <br /> Minutes <br /> March 14, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Town Manager—Annual Town Meeting Warrant: <br /> Town Manager Rodney C. Collins answered questions regarding several warrant articles. As <br /> noted, there is a petition article to change the Town Seal which will result in a considerable cost <br /> factor that currently has not been determined. <br /> With regards to the funds to be generated with the imposition of the short-term rental tax it is <br /> projected the revenue may be over $1 million, but this cannot be confirmed at this time. <br /> With the proposed new Capital Stabilization Fund; 75% would be set aside for wastewater, <br /> affordable housing and transportation. The remaining 25%would go into the General Fund and <br /> $100,000 would be used to compensate the new Board of Health employee planned to monitor <br /> the short-term rentals. The Town would lose the hotel revenue, approximately $100,000, <br /> however, it is anticipated the 25%projections would strongly offset this loss. <br /> In discussing the proposed new Board of Health position, it was noted the Town Manager has the <br /> authority to not fill a position until it is needed. There are also uncertainties regarding the <br /> location of the short-term rentals and of those who may not formerly register when the statute is <br /> approved. Barnstable County is projected to provide input with respect to this regard. <br /> The article associated to the Light Industrial Overlay District was noted to be a clean-up article <br /> from the October 2018 warrant. <br /> It was noted that Petition Article#34 regarding civil liberties is currently being reviewed for <br /> legality by Town Counsel. <br /> NEW BUSINESS <br /> Continued Review&Approval of May 6 2019 Annual Town Meeting Warrant: <br /> The Finance Committee continued their review of the May 6, 2019 Special and Annual Town <br /> Meeting warrant.
