Mashpee Planning Board <br /> Minutes of Meeting <br /> February 20,2019 at 7:00 p.m. <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> 16 Great Neck Road North <br /> Present: Vice Chairman Joe Cummings, Dennis Balzarini, David Weeden <br /> Also: Evan Lehrer-Town Planner; Charles Rowley-Consulting Engineer <br /> Absent: Chairman Mary Waygan, David Kooharian, Robert (Rob) Hansen(Alt.) <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit <br /> Meeting Room at Mashpee Town Hall by Vice Chairman Cummings at 7:03 p.m. on <br /> Wednesday, February 20, 2019. The Vice Chair stated that the meeting was being videographed <br /> and recorded and asked that speakers approach the podium stating their name and business. <br /> The Pledge of Allegiance was recited. <br /> APPROVAL OF MINUTES—February 6., 2019 <br /> Minutes were placed on hold to be considered at the next meeting. <br /> APPROVAL NOT REQUIRED <br /> Submission of ANR Subdivision Plan by Cape & Islands Engineering for Margaret <br /> Thurber, Thurber Trust,to Create Four Buildable Lots, Located at 264 Pimlico Pond <br /> Road-The Vice Chair read the request. Matt Costa, Cape & Islands Engineering,represented <br /> applicant, Margaux Thurber. Mr. Costa summarized the request to subdivide 7.6 acres of land <br /> into 4 lots that fronted Pimlico Pond Road and Cove Road. All lots met the frontage and <br /> minimum lot coverage requirements. Mr. Costa confirmed that lots 1, 2 and 3 sat on Cove Road. <br /> The Vice Chair inquired about lot 4, running beside lot 3, and Mr. Costa confirmed that it <br /> provided access to Wakeby. <br /> Mr. Rowley referenced a series of lots divided previously, on the other side of Cove Road,which <br /> required improvements to the road, including a turnaround and drainage installation. Since there <br /> was time before the necessary endorsement, Mr. Rowley recommended inspection of the <br /> construction to confirm that access was substantial for a private way. Mr. Rowley reported <br /> narrowing of the road, with varied widths, beginning with a sufficiently wide but steep approach, <br /> which then narrowed driving down the road. <br /> Mr. Weeden inquired about public access to the waterway but Mr. Rowley was unfamiliar with a <br /> statute as it related to private land. Mr. Costa confirmed that he was unaware of any deed or <br /> easement granting access to the public. Mr. Lehrer reminded the Board that ANR review <br /> considered only the lot size and adequate frontage to the roadway. It was confirmed that there <br /> Was a layout of the roadway. <br /> 1 <br />
