3 <br /> Board of Selectmen <br /> Minutes <br /> March 4, 2019 <br /> AFFORDABLE HOUSING PRESENTATIONS: <br /> Cape Cod Commission: Executive Director Kristy Senatori,• Community Design/Affordable Housing <br /> Specialist Heather Harper: <br /> Kristy Senatori, Executive Director of the Cape Cod Commission began the dialogue on affordable housing <br /> by linking the Cape Cod Regional Policy Plan intended to frame the future of the Cape by protecting and <br /> preserving the region's resources. <br /> Ms. Senatori indicated that growth should be focused within the centers of activity and in areas supported by <br /> adequate infrastructure. The Growth Policy recognizes the importance of natural, built and community <br /> systems, and the need to balance their impacts to sustain Cape Cod in the long-term. This includes <br /> performance measures to track protected habitat, safeguarding coastal waters and drinking water, connecting <br /> the sidewalk network, caring for historic resources, creating activity centers and employment opportunities as <br /> well as generating housing diversity. <br /> Of importance are Cape Cod place-types such as natural areas, rural and suburban development areas, <br /> historic areas, maritime locations, community activity centers, industrial activity sites and military and <br /> transportation sections. Desired activities within community activity centers include community and <br /> business activities and compact form which encompasses a pedestrian-oriented environment. <br /> The vision for community activity centers is to consider mixed-use and multifamily residential development <br /> in a walkable and vibrant area. The foresight of this type of activity center would preserve historic sites, and <br /> provide diverse services as well as offering shopping experiences, recreation experiences and arrange for <br /> civic areas within the community. With added housing and job opportunities there is adequate infrastructure <br /> and pedestrian conveniences to support development. <br /> Heather Harper, Chief of Staff and Cape Cod Commission Affordable Housing Specialist continued <br /> discussions by reviewing housing and economic development on the Cape and in the Town of Mashpee. <br /> Statistical information of interest conveys of the 14,100 population in the Town,there are 10,000 housing <br /> units and 3,700 job opportunities. It is also estimated that 65% of the parcels within the Town of Mashpee <br /> are protected or developed. <br /> Retail trade comprises the largest amount of employment at 42% with health care and social assistance <br /> covering 19% of occupations. Accommodation and food services along with professional, scientific and <br /> technical services represent 11% and 10% of the businesses respectively. Administrative and support <br /> encompass 5% of professions, and thereafter other services (with the exception of public administration), <br /> include real estate, rental and leasing, the arts, and entertainment and recreation providing less than 4% of <br /> occupations. <br />
