8 <br /> Board of Selectmen <br /> Minutes <br /> March 4, 2019 <br /> AFFORDABLE HOUSING PRESENTATIONS: <br /> Affordable Housing Committee: Allan Isbitz: (continued) <br /> It was noted the approved Mashpee Affordable Housing &Planned Production Plan considers a balance <br /> of affordable housing types to target two income groups; housing for very low income renters, and <br /> for extremely low income renters. This target range would be largely for multifamily rental apartments. The <br /> additional target includes low and moderate income families who cannot afford homes or rents in the private <br /> market. Housing for this group would include rental housing and homeowner housing. The 2015 Affordable <br /> Housing Production Plan includes a production goal of 32 units of affordable housing per year over a <br /> ten year period. This represents a gap of 350 units to meet the 10%threshold. <br /> Discussion followed regarding the Chapter 40B 10%mandate imposed by the Commonwealth as it relates <br /> to the lack of subsidy to create affordable housing units. In general, there are not enough subsidies, and it is <br /> apparent,the lower income persons have the greatest need. The younger generation tends to not reside on the <br /> Cape as the housing market has driven the need to seek housing and employment elsewhere. <br /> Mary Wgygan• Affordable Housing/CDBG Program Coordinator Town of Yarmouth: <br /> Mary Waygan, Affordable Housing/Community Development Block Grant Coordinator for the Town of <br /> Yarmouth, and Mashpee Planning Board Chair spoke on affordable housing and housing affordability. <br /> As noted housing is affordable if you spend no more than 30% of your income on housing costs. <br /> Ms. Waygan indicated the Chapter 40B Subsidized Housing Inventory (SHI) is funded by funds or by <br /> location action, the inventory is deed restricted and affirmatively marketed. The SHI is affordable to <br /> households earning at or below 80% of the area median income which is capped at 30% of income. The <br /> Town of Mashpee is on the top half or 5.2% with respect to SHI percentage by Cape town. <br /> Affordable Housing Tools for the Town of Mashpee include the following; <br /> Housing Production Plan (2015) <br /> Community Partners <br /> Mashpee Housing Authority <br /> Habitat for Humanity of Cape Cod <br /> Chapter 40B and Affordable Housing Developers <br /> Affordable Housing Trust <br /> Capitalized with Community Preservation Funds; $300,000 <br /> Community.Preservation Program <br />
