9 <br /> Board of Selectmen <br /> Minutes <br /> January 28, 2019 <br /> Discussion of Retail Marijuana Host Community Apment Applications; <br /> The Board of Selectmen was in receipt of(6)Retail Marijuana Host Community Agreement <br /> applications. Applicants were requested to describe and summarize the following for the proposed <br /> Host Agreement; <br /> 1) Location of the proposed recreational facility <br /> 2) Square feet of the proposed recreational facility <br /> 3) Number of parking spaces available at the recreational facility <br /> 4) Security measures to ensure integrity at the recreational facility <br /> S) The projected traffic impact in the immediate vicinity of the recreational facility <br /> 6) The projected number of customers to be serviced daily at the recreational facility <br /> 7) Operating hours of the recreational facility <br /> 8) The estimated opening date of the recreational facility <br /> Although it is the responsibility of the Cannabis Control Commission as the Licensing Authority to <br /> make the determination under state law,Town Manager Rodney C. Collins recommended the <br /> applications be forwarded to Town Counsel, and with the Selectmen's authorization,thereafter <br /> formulate a screening committee comprised of representation as follows;the Assistant Town <br /> Manager, Police Department, Fire Department, DPW Director,Finance Director,Town Planner, <br /> Building Commission and Chairman of the Boards of Health and Zoning Board of Appeals to review <br /> matters of compliance. <br /> By allowing the local regulatory officials the opportunity to vet the process,the Town of Mashpee <br /> would have the opportunity to make a quantitative assessment to ensure the applications comply with <br /> local regulations to meet the needs of the Mashpee community. The Town would then have the <br /> opportunity to convey to the State Department,the applicants have met compliance with local <br /> standards. <br /> The matter was debated as it is the purview of the State Cannabis Control Commission to make the <br /> determination, One location is currently allowed for the siting of a marijuana retailer in the Town of <br /> Mashpee. It was agreed the Town should pa&ipate in the decision to thoroughly review all <br /> applications to ensure compliance and equality. it was suggested that accident data be reviewed in <br /> the areas proposed for the retail establishments, <br /> Motion made by Selectman Gottlieb to delegate authority to the Town Manager to govern the <br /> process of review and evaluation of the (6) applications received for compliance with all <br /> building and zoning codes, and concerns regarding access and egress, fire protection and safety, <br /> All concerns are requested to be submitted to the Town Manager's Office by the close of <br /> business on Wednesday to process by Friday with the Town Manager's advised by Monday at <br /> 9,00 a.m. <br /> Motion seconded by Selectman O'Hara, <br /> VOTE: Unanimous, 5•0. <br /> Roll Call Vote; <br /> Selectman Sherman,yes Selectman Cahalan,yes Selectman Gottlieb,yes <br /> Selectman O'Hara, yes Selectman Cotton,yes Opposed, none <br />
