6 <br /> Board of Selectmen <br /> Minutes <br /> January 15, 2019 <br /> Discussion followed with regards to additional funding mechanisms. It was noted the Town of <br /> Sandwich is utilizing 2% of the CPA surcharge to offset costs associated to their$86 million dollar <br /> project. In the Town of Falmouth betterments are assessed to the users benefiting from the sewering, <br /> and taxpayers are contributing to the remainder of funding. With regards to the Waquoit Bay and <br /> Popponesset watersheds,there are agreements committing the towns to work together for shared <br /> costs to achieve the water quality goal. Being compliance with permitting protects a town from <br /> litigation and grants enforcement if warranted against a party who may not be contributing their <br /> share. Agreements also allow for protection from 3`d party litigation. <br /> When considering the management and operational aspect of the project it was agreed the Board of <br /> Selectmen need to continue discussions to make the determinations. <br /> Although the Board of Selectmen voted to authorize the use of$450,000 in mitigation funds from <br /> the Cape Cod Commission, and approve a contract with GHD, Inc. to begin the initial design no <br /> determinations have been made. There is a need to advance with contracting. The Sewer <br /> Commission is the current point of contact. <br /> It was noted there are no rough cost estimates to date, and additional phases of the project scope <br /> would require further negotiations regarding percentages, and treatment of flow. Equity <br /> compensation is expected to be studied and strategies would be considered to hold new development <br /> to certain nitrogen thresholds. <br /> Discussion of Future Joint Meetings: Schedule and Agenda Topics: <br /> It was agreed the visioning sessions with open dialogue would be continued. In addition to the <br /> matter of wastewater which would be discussed in subsequent Board of Selectmen Meetings, other <br /> broad-based visions would be discussed. Recommended topics for the February meeting with <br /> regulatory officials should be forwarded to the Town Manager's Office. <br /> It was agreed members of the Mashpee Wampanoag Tribe and the general public would be invited to <br /> attend future meetings for involvement. Additional information is found on the Town's website; <br /> www.masbpeema.gov for those interested in reviewing the wastewater plan. <br />
