15 <br /> Finance Committee <br /> Minutes <br /> March 21, 2019 <br /> Annual Town Meeting Warrant: (continued) <br /> Town Manager Rodney C. Collins indicated there is no spending spree at the end of the fiscal <br /> year. Mission critical needs in public safety and in the Department of Public Works are <br /> warranted. <br /> DPW: Discussion followed regarding the Town Engineer/Assistant DPW Director position <br /> approved and funded last year. The position has been advertised on two occasions and <br /> applicants are in line to be interviewed. There is a pressing need for this service. The funding <br /> request is $91,000. Town Manager Collins indicated he is not filling the position until the <br /> warrant article proposed for funding is supported by a vote of Town Meeting in May because <br /> hypothetically, the person could potentially lose their job on July 1St if the article is not <br /> supported. In accordance with the mandates of the Town Charter, the Town Manager is the <br /> appointing authority as the Chief Procurement Officer with the exception of Police and Fire. <br /> Motion made by Mr. Avis to reduce the DPW salary/wage line item by $91,000 for the <br /> Town Engineer/Assistant DPW Director position. <br /> Motion seconded by Mr. Richardson. <br /> VOTE: Motion carries. 3-2. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill, no Mr. Avis,yes <br /> Mr. McKelvey,yes Mrs. Furbush,no Opposed, (3) <br /> Transfer Station: 15%Town subsidy—Sticker sales 85% <br /> Library: To retain certification, adequate staffing is required. Three high level and outstanding <br /> candidates have been hired to fill the full-time positions. To adhere to cost constraints, many <br /> part-time staffers are employed to alleviate the need for benefits. <br /> In comparing like communities; Harwich having a population of 12,000 is similar to Mashpee <br /> with a population of 14,000. The operating budget of the Town of Mashpee; $667,332 97 (50 <br /> hours) fits within the entire salary budget Harwich; $950,000 (50 hours). The Town of Mashpee <br /> maintains a large building and matches performance with Harwich which ranks 4th from the <br /> bottom on the top for productivity. The Mashpee Library with its minimum staffing levels and <br /> operating budget maintains the Library in its most efficient manner possible. <br /> Town Insurance: Insurance is not guaranteed, and it can easily fluctuate. For comparison; 2017: <br /> $631,000, 2018: $606,000 and in 2020: $869,765. There are percentage reductions the Town <br /> receives in the insurance rewards program. Credits include reduced premiums for training <br /> programs. <br /> There was a question as to how many vehicles does the Town insures. <br />
