3 <br /> Finance Committee <br /> Minutes <br /> March 21, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Finance Committee Reserve Fund Transfer: (continued) <br /> As a result of a series of storms in November and December 2018 which resulted in the <br /> significant erosion of the South Cape Beach dune, a Reserve Fund Transfer was requested in the <br /> amount of$15,579.01 to re-nourish the dune for the protection of the parking lot. The <br /> expenditure is unforeseen due to uncertain weather conditions. Beach nourishment is a <br /> requirement per the Order of Conditions to protect the integrity of the beach parking lot. <br /> Motion made by Mr. Avis to authorize funding in the amount of$15,579.01 from the <br /> Finance Committee Reserve Fund for unforeseen expenditures related to Beach <br /> Nourishment at South Cape Beach. <br /> Motion seconded by Mrs. Furbush. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. Avis,yes <br /> Mr. McKelvey,yes Mrs. Furbush,yes Opposed, none <br /> Town Manager—FY2020 Capital Improvement Program: <br /> Town Manager Rodney C. Collins updated the Finance Committee on the final recommended <br /> Capital Improvement Program budget for fiscal year 2020. <br /> The CIP Committee voted on March 19, 2019 to recommend a Capital Improvement Program <br /> budget of$1,472,692. The recommendation includes a$30,000 Needs Analysis for the proposed <br /> Department of Natural Resources building. The Planning & Construction Committee in their <br /> deliberations did not recommend moving forward with the DNR building at the Ockway Bay site <br /> location. The study will determine the need and offer potential site locations. <br /> Discussion followed with respect to the need for an additional study. <br /> Richard York, Director of Natural Resources spoke to support the need for a building to support <br /> the Town's aquaculture program. The Ockway Bay site is deemed advantageous for the location <br /> of the new facility as the property is Town owned and it lies in an area adjacent to the Ockway <br /> Bay boat ramp for waterways access, with little traffic. Currently,there is no facility in the <br /> Popponesset Bay area. The DNR operates out of two 20'x16' sheds on Little River and utilizes a <br /> temporary unheated greenhouse for propagation. The aquaculture program is an important <br /> component of the nitrogen mitigation plan for the Town's Comprehensive Watershed <br /> Management Plan. <br />
