answered in the affirmative, Mr. McGrath indicated that he would include in the stock maintenance that <br /> the operator perform monthly checks on the Zabel filter. <br /> There being no further comments or questions, Mallory Langler moved to continue the discussion of the <br /> request for variance at 31 Evergreen Circle to the next meeting on March 7,pending an opinion from DEP <br /> concerning the depth of the SAS. Motion seconded by Laurel Almquist. VOTE; Unanimous(3-0). <br /> 7:20—81 Seconsett Point Road <br /> Mr. Harrington commented that a voluntary repair of an existing cesspool was being proposed for the <br /> subject property;however,there is a discrepancy regarding the number of legal bedrooms. Town records <br /> show only two bedrooms,and the floor plan provided by the owner shows four bedrooms. Mr.Harrington <br /> stated that, if the dwelling was renovated, the owner needs to show.evidence of that with a building <br /> permit. If a building permit cannot be provided, then the request for four bedrooms is considered new <br /> construction and a reserve area is required. A line from the garage/boat house is also proposed, <br /> Peter McEntee,of Engineering Works,introduced himself and stated that the house was built In 1930 and <br /> hasn't changed since. Mr. Harrington stated that a health agent would need to go through the property, <br /> as everything the Assessor has on record shows two bedrooms. Mr. Harrington Indicated he would like <br /> to see something from the owner that stated theproperty was never renovated and has always been a <br /> four bedroom. He advised the board that Field Cards date back to 81, and the house size and shape has <br /> not changed,but it's possible there were renovations to the interior. Mr.McEntee agreed that the matter <br /> warranted a visit from a health agent. Mallory Langler asked if a bedroom was proposed for the boat <br /> house, and Mr. McEntee answered that the owner was considering adding a bathroom at some point. <br /> Mr. McEntee stated that the system was designed for four bedrooms, and they were requesting three <br /> variances two under local upgrade approval and one under local regulation. The two requests for local <br /> upgrade approval were for 1)a 2'reduction to the 5'separation between the estimated high groundwater <br /> and the bottom of the SAS under the remedial approval of the MicroFAST system, and 2) a reduction to <br /> the requirement of 12" separation between the inlet and outlet of the septic tanks and pump chamber. <br /> The third request was for a 35'variance of the SAS to the watercourse in Waquoit Bay for a 65'setback. <br /> Mr. McEntee indicated that they were also providing ultraviolet treatment between the MicroFAST <br /> system and the pump chamber, per local regulation requirements. <br /> Chair Baumgaertel noted that this is a voluntary repair, and Mr. McEntee informed board members that <br /> the cesspool is in groundwater and, when it gets excessive use, it exceeds its capacity and property gets <br /> some surcharging of water and sewage backup. Mr. Harrington informed the board that this was not <br /> related to a property transfer,and there had never been a documented cesspool In failure at the property. <br /> Chair Baumgaertel asked if there was any concern that the house Is over the property line, and Mr. <br /> McEntee answered that the Issue was currently being addressed with the Assessor. Mr. Harrington stated <br /> that both lots are under common ownership, <br /> Chair Baumgaertel reiterated the need to pin down the bedroom count, He further suggested <br /> replacement of the pressure dose system with a pressure distribution system,stating that being so close <br /> to groundwater and where the property is located, the board would definitely want to see the better <br /> treatment offered by the pressure distribution system. Chair Baumgaertel asked what phase of the <br /> sewering plan this property was in,and Mr. Harrington answered that all of Seconsett Island is in the final <br /> phase. <br /> 2 <br />
