Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> February 5, 2019 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Approved 3/5/19 <br /> Present: Chairman Allan Isbitz, Walter Abbott, Berkeley Johnson, Bruce Willard, <br /> Also: Town Planner, Evan Lehrer <br /> Absent: Marie Stone <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:35 p.m. with a quorum, and the roll was called. <br /> APPROVAL OF MINUTES October 16, 2018 and December 4, 2018 <br /> MOTION: Mr. Willard made a motion for approval of the October 16 minutes. Mr. <br /> Abbott seconded the motion. All voted unanimously. <br /> MOTION: Mr. Johnson made a motion for approval of the December 4 minutes. Mr. <br /> Willard seconded the motion. All voted unanimously. <br /> OLD BUSINESS <br /> 950 Falmouth Road-Chairman Isbitz reported that the Affordable Housing Trust <br /> approved the amended version of the RFP, already approved by the Committee. A few additions <br /> were made by the Trust, including incorporation of the Town's designation as part of the <br /> Housing Choice Program. It was suggested by Selectmen Gottlieb that the evaluation criteria be <br /> amended, so that the Wastewater Systems portion was removed from Infrastructure & Green <br /> Design category and instead separated into its own category,to show consistency with the <br /> engineering report. Changes appear in the red-lined version of the RFP, included with the file. <br /> Selectman Gottlieb also requested emphasizing an effort to lower the output as much as possible, <br /> and nitrogen mitigation to occur in the same watershed. There was discussion regarding the <br /> engineering report and the exit pipe measurements and atmospheric nitrogen waste numbers. <br /> Further clarification was made regarding the awarding of a proportion of points under Highly <br /> Advantageous. <br /> Mr. Abbott inquired about Mashpee Commons and Mr. Lehrer noted their ability to treat effluent <br /> at 3 mg/L, due to their very advanced system, with massive capacity. Likewise, Windchime was <br /> working on their system to treat between 5mg/L and 10 mg/L, at a cost of 3/4 of a million dollars. <br /> The Chair noted that there could be an additional annual cost of approximately$100,000 to <br /> maintain the system, which would be cost prohibitive for an affordable housing project. Mr. <br /> Lehrer added that there was a significant cost to move treatment from 5 mg/L to 3 mg/L. <br /> The Chair reported that, what remained of Infrastructure & Green Design,the site related issues, <br /> was rolled into Site & Infrastructure Design section. There was consensus from Committee <br /> members to do so. The Chair stated that he also eliminated redundancies. <br />
