Under References, an addition was made that proposers submit site inspection reports as part of
their application, which would be voluntary but could be helpful in assessing a good
management record. Selectman Gottlieb has seen the changes and was comfortable with them,
on behalf of the Trust.
MOTION: Mr.Willard made a motion for approval of this document, as amended. Mr.
Abbott seconded the motion. All voted unanimously.
The RFP was ready for issuance and may be managed by the Town Planner. Mr. Lehrer will
follow up with Mr. Taylor and determine where it should be advertised. The Chair suggested the
Central Register as one location for advertising. The Chair noted that Mr. Taylor had received
interest from three potential developers. The Chair added that Laura Shufelt mentioned they
could distribute the RFP among comparable developers who had received financing from their
agency. The RFP could also be distributed to members of the Massachusetts Association of
Community Development Corporations.
There was discussion regarding the deadline date for proposals, suggesting the possibility of
April 12 for proposal consideration at the next Committee's meeting during the following week.
Mr. Abbott recommended distribution of the RFP to Valley in Falmouth, also used by Mashpee
Commons. Mr. Lehrer stated that he would advertise as appropriate. The Chair recommended
that Mr. Lehrer also consult with Mary Waygan regarding her experience in Yarmouth.
Mashpee Commons-No update
Wampanoag Village-No update
Habitat for Humanity-Mr. Abbott reported that he had attended a site visit on Great
Neck Road.North. The Chair confirmed that the State had approved it.
Main Street Village, Phase II-No update
243 Cotuit Road-The Chair received an email that the property owner planned to submit
an application. The Chair recommended that he attend a Committee meeting. It was noted that
the project was initially 8 townhouse units, then 16 units, with no affordable units. More
recently he was considering 12 units with some affordable housing.
NEW BUSINESS
Diocese of the Armenian Church Land at 646 Old Barnstable Road-Mr. Lehrer
reported that the CPC had pushed forward to May Town Meeting the acquisition of 646 Old
Barnstable Road. Funding in the amount of$125,000 was requested and the parcel was valued at
$180,000. Mr. Lehrer had not yet spoken to the applicants. Mr. Lehrer believed there was a
potential for a couple of homeowner units. Mr. Abbott stated that he did not support the request.
It was Mr. Lehrer's opinion that 12 Cypress Circle was a more viable parcel, but there was not
support from the CPC, and Mr. Abbott agreed. It was noted that feasibility for 626 Old
Barnstable was still to be determined.
2
