F <br /> 4f A <br /> Town Mashpee <br /> .• Waterways Commission <br /> issio7 <br /> � #3t cam`' 6 Great Neck Road North <br /> Mash , Mq 02649 <br /> MASNPEE WATERWAYS COMMISSION <br /> MINUTES JANUARY 1 ,, 1995 <br /> COMMISSIONERS PRESENT: Bennett Gordon, Dan H meyer, Jiro Hanks , <br /> Don Lund, Herb Silver. <br /> Also present: Perry Ellis <br /> CALL To ORDER: The meeting was called to order at 7 : 05 p.m. <br /> PUBLIC COMMENT PERIOD: n e. <br /> ACCEPTANCE OF MINUTES: The Minutes of January 3 , 1994 were <br /> accepted with the correction there were 2 (not 2 ) swans sited <br /> by Mr. Fordham. <br /> Dr, Gorden stated that Mr. Ellis has been appointed as <br /> Harbormaster for a three-year period. <br /> Ir. Heyer distributed a handout for review of the proposed <br /> May Town Meeting By-Law Articles. Mr. Ellis reviewed -each with <br /> the commission stating that they will be explained on Town <br /> Meeting floor. Dr. Cordon stated that selling these on Town <br /> Meeting floor is a priority and an explanation is needed. <br /> The By-Law changes were reviewed in detail, and Harbormaster <br /> Ellis took many notes. He will digest all his motes and also <br /> prepare a draft cover letter. <br /> motion was made, -seconded, and unanimously voted to have Mr. <br /> Ellis take all the information and prepare a proposed outline <br /> of the By-Law changes with explanations for the next meeting. <br /> Motion was rade, seconded, and unanimously voted to drop By <br /> Law #2 (since it it covered in 4A, Definition of Waterways) . <br /> Mr. Hanks reported on the Coastal resource Management meeting <br /> he attended on January 17 , 1995 (along with Mr. Ellis and Mr. <br /> Silver) . Mr. Hanks expressed two concerns: ( 1.) The plan is <br /> F being rushed through with public hearings in January and February <br /> when affected property owners are out of town; 2 The document <br /> does not key Goals to Objectives and Policies to Objectives, <br /> resulting in a confusing array of statements that appear t <br /> overlap and not fit a clear structure.
