N <br /> Holidays <br /> Chairman Elliott reported that Cavossa Disposal was the only hauler using the UCRTS during <br /> the holidays, adding that the Station was closed for only three holidays to include Thanksgiving, <br /> Christmas and New Year's. The Chair reported that a total of 97 tons was received on the 4d,of <br /> July and that Labor Day consisted of a similar amount. The Chair inquired about the Board's <br /> feelings regarding staying open for the holidays. Ms. Laurent inquired about the pay rate of the <br /> workers and Mr. Jack responded that he believed they received double overtime on holidays. <br /> Mr. Cavossa suggested that some money could be saved by closing during the holiday but <br /> opening earlier during the following day to allow haulers to drop off prior to beginning their <br /> routes for the day. Both IVIS. Laurent and IIIb. Tilton indicated that their transfer stations <br /> remained open for holidays other than Thanksgiving, Christmas and New Year's. Ms. Laurent <br /> suggested viewing a printout of tipping. There was discussion about the Station remaining open <br /> for a full day on the following Saturday if it was closed for a holiday, due to Falmouth's curbside <br /> pickup. Ms. Laurent indicated that she would not be averse to closing the Station if there were <br /> no loads entering, but recommended taking a closer look at who was tipping during the holidays. <br /> Chairman Elliott reported that, on Labor Day, Cavossa tipped 10 loads, Allied tipped 2 loads and <br /> Waste Mana ement tipped 1 load. On 4#h of July, <br /> Pp <br /> g Cavossa tipped 9 loads. Mr. Jack indicated <br /> that he would need to review the contract since any changes would require re-negotiation and he <br /> will also request the tipping figures for all holidays. The item will be added to next month's <br /> agenda. Mr. D. Barrett confirmed that Bourne was closed for all of the listed holidays. <br /> Rail Contract <br /> Chairman Elliott reported that the 2010 amounts for July, August and September totaled 1,752 <br /> tons. In 2011, the total for the same months, and with the reduced rate, was 4,464 tons. The nine <br /> month total of tonnage for 2011 so far was 26,5 00 tons. Deducted from.the 40,000 tons Rail <br /> requirement, 13,000 additional tons would be needed. In 2010,the final three months of the year <br /> yielded 7,500 tons. <br /> Ms. Laurent suggested that the tonnage should increase from 2010 figures due to SEIVMASS's <br /> agreement to lower the tipping fees for commercial. Ms. Laurent indicated that Mr. Podgurski of <br /> Mass Coastal suggested the possibility of hauling onto the Cape and offering a credit toward the <br /> Rail minimum of 40,000.. Mr. Podgurski suggested the possibility of 25 ton per rail car and <br /> noted that there were two hauling possibilities that may become available. Mr. Cavossa <br /> recommended the possibility of offering free loads to haulers who meet their allotment since the <br /> fixed costs are already covered. The Chair noted that the worst case scenario could cost $50,004, <br /> Ms. Laurent recommended also considering what Falmouth would be collecting from the haulers <br /> who chose not to tip at the UCRTS, which could help to reduce the shortfall. Ms. Laurent also <br /> pointed out that SEMASS would charge the market rate in excess of 10,000 tons. Mr. Cavossa <br /> responded that SEMAS S.may be flexible should a shortfall be a concern. IVIS. Laurent <br /> recommended acquiring figures from the Falmouth Board of Health and to review the increased <br /> tonnage of September and October, as well as to acquire additional information from Mr. <br /> Podgurski about the reverse rail. <br /> Mr. Podgurski stated that Rail was willing to assist through trans-loading of commodities such as <br /> dry cement or lumber, adding that rail rates were far more competitive over 500 miles. Mr. <br /> Podgurski emphasized the need to work cooperatively. Chairman Elliott voiced his support of <br /> 2 <br />
