6 <br /> inquired whether costs would be discussed and Mr. Tilton responded that his preference would <br /> be that a discussion about costs be included, but that it would also require discussing costs with <br /> Bourne and SEMASS. Ms. Laurent questioned at what point the UCRTS would begin talking <br /> directly to interested parties due to the lack of progress occurring at the regional level. Mr. <br /> Tilton agreed and suggested that it was time to start negotiating. Mr. Cavossa noted that, down <br /> Cape, no one wanted to be the first to quote a price without a binding decision, suggesting that <br /> another company could then underbid the figure. It was confirmed that the four companies under <br /> consideration were waste Management, E.L. Harvey, Bourne and SEMASS. Ms. Laurent <br /> suggested that the Board of Managers begin thinking about what was best for the Upper Cape, <br /> which could be different from other parts of the Cape. MIs. Laurent inquired whether a package <br /> should be coordinated to address the needs of the Upper Cape. Mr. Tilton stated that he would <br /> present to SwAC a desire on the part of the UCRTS Board of Managers to move forward and <br /> begin negotiations as a Cape Cod group or that the Board of Managers would begin negotiations <br /> as the Upper Cape. <br /> Discussion: Transfer Station Operations <br /> Chairman Elliott inquired whether to change the operation if it worked in its current state. Ms. <br /> Laurent stated that Yarmouth served as an example for consideration. Ms. Laurent inquired <br /> whether the UCRTS should continue as is with two plus years remaining on its contract or <br /> pursue Yarmouth's model, allowing the potential operator to determine the destination of the <br /> waste. Additionally, grass Coastal had expressed interest in expanding the rail use of the facility. <br /> Mr. Tilton noted that regional/SwAC decisions were needed, soon, before any decisions could <br /> be made about the future of the UCRTS. Mr. Tilton suggested that the three towns may wish to <br /> remain in the group but negotiate separately. Mr. Goddard reported that Bourne was still in <br /> negotiation with DEP. <br /> Mr. Podgurski reported that there was interest in a possible development of a 400-500 acre area <br /> of the base that would include the site of the UCRTS. Carter Hunt, vice President at <br /> MassDevelopment, summarized Senator Murray's legislation and effort to reduce costs of <br /> military operations on the installation in order to preserve the missions at the Mass Military <br /> Reservation. Mr. Hunt reported that a land survey had been completed of the entire MMR and <br /> stated that the property where the UCRTS was located was owned by the Commonwealth. Mr. <br /> Hunt stated that all but 1,100 acres was owned by the Commonwealth. However, leases were <br /> held by the Department of the Army, Air Force and the U.S. Coast Guard; licenses were held by <br /> the Army National Guard, the Air National Guard and the Coast Guard and permits and rights of <br /> entry were held by other entities, such as the UCRTS. Mr. Hunt referenced the MMR's <br /> mobilization mission, which would include rail transport. There had been previous discussion <br /> with MassCoastal for the MMR.to rebuild the track line to allow the rail mobilization of heavy <br /> vehicles. Mr. Hunt referenced Parcel A and land owned by'the Federal government that <br /> extended to the Falmouth border. Mr. Hunt stated that the trach located inside the base was <br /> controlled by the Air National Guard, but that it would be transferred to the Army Guard. Uses <br /> such as allowing lumber loading have been proposed to the Guard, adding that the land being <br /> discussed was located in Sandwich and currently zoned as government land. Mr. Hunt stated <br /> that non-profit activities had been suggested for the area, such as the woods Hole MBL. Mr. <br /> Hunt stated that, should the UCRTS be identified as advantageous to the four towns, the <br /> Commonwealth and the NI R, then there would be a consideration to take over the property <br /> from the Air Force. <br /> 2 <br />
