Design Review Committee <br /> Minutes <br /> April 3, 2018 <br /> 2 <br /> Mr. Cummings inquired as to the length of time between messages. Superintendent DeBoer <br /> responded 10 seconds,which is based.on Mass Department of Transportation standards. <br /> Mr. Cummings and Building Commissioner Mendoza asked about-the light intensity and if it can <br /> be dimmed to which-Ms. DeBoer responded that it adjusts to the outside light. <br /> Mr. Furbush asked about the number of lumens per square foot and Ms. DeBoer said she did <br /> not know. Mr. Cummings stated he was okay with it as long as it did not exceed 100 <br /> lumens/square foot and that the sign can't be confused with.:a traffic signal. Mr..Furbush asked <br /> what colors? To which Ms. DeBoer said they can be changed ..Mr. Furbush asked that the colors <br /> stay in the "earth tone range" and Mr. Furbush stated.tlat.:governmental entities are exempt <br /> and Ms. DeBoer agreed but stated that the school doe'n wantto do something that would be <br /> an affront to the community as they are a part of the Town. IVIr:.Furbush went on to say that <br /> school children get there information from social media and not from message boards. <br /> Superintendent DeBoer then went on to say that.the Police,.Fire and Town hall would be able <br /> to post messages on the board as well, after review-by an administrator. <br /> Mr. Furbush stated that he did not want to set a precedent by endorsing a backlit sign that is <br /> this large, also he expressed his concern for.•the. residents -of the BRIDGES facility with the <br /> brightness and the frequently changing messages. <br /> Mr. Cummings stated.that it is zoned residential and he doesn't particularly care for it. <br /> Mr. Furbush went on to .say it is_ much larger than what is allowed by the by-law but he <br /> understands that governmental agencies don't have.to follow it. Next it will be Dino's, Andy's <br /> and Mashpee Commons..lookmg to do this; where does it stop? Is this setting a precedent? He <br /> also said.the Town should be setting an example�and it is a "total waste of taxpayers' money". <br /> Mr. Spencer said that concerns of the length of th.e messages was an easy fix, just set them to <br /> 25 or 30 second intervals. He also asked Superintendent DeBoer why the bottom panel was <br /> changed and Ms. DeBoer answered that they thought it had too much white. Mr,. Spencer said <br /> he agreed with much of what.Mr, Furbush and Mr. Cummings had said earlier. <br /> Mr. Mendoza clarified that.the sign was exempt from the bylaw but it still needs to go by the <br /> Design Review Committee and that the Design Review shall make a recommendation and he <br /> asked if the School is willing to abide by the changes to the length .of the message and Ms. <br /> DeBoer said they have no trouble with it. <br /> No more questions were asked. <br />
