The Ockway parking lot has been cleared a leveled for hard top and designated trailer and car parking. It <br /> is hoped that the Department of Natural Resources will receive approval for a facility to eventually be built in <br /> the back of the Ockway lot in the Fall of 2019. This building will house a water quality lab, locker space for <br /> gear, and an open area for shellfish propagation gear construction in the off season. <br /> Old Business: <br /> CWNMP Shellfish Propagation Plan for 2019 <br /> M.O.U. for the 300,000 oyster seed from Brewster: In progress. <br /> Mashpee M.U.S.S.E.L.volunteer program: First large event will be scheduled in April to fill cultch bags for the <br /> remote set oysters. Reaching out to the town of Falmouth and the Falmouth Rod and Gun Club. Monthly <br /> volunteer informational sessions held at the Mashpee Public Library. <br /> Gear construction: Floating upweller silos, land-based silos,bottom trays (for both oysters and quahogs), crab <br /> traps, and predator control nets. <br /> Shellfish seed on order: 5 million RI.5 Quahogs, and 1,000 remote set oyster bags. All seed will come from the <br /> Dennis Aquaculture Research Corporation. <br /> Public Access <br /> Aboriginal rights to water for fishing purposes are being questioned in regard to private property. Tribal police <br /> have stated that the tribe has the right to access water to fish through any property. The town manager has <br /> notified both the police and the tribal council that this is not where the town of Mashpee stands.No-one can <br /> access the water through private property. One possible public access point may be the Jackbon Road extension <br /> that would be an access point to the Shoestring Bay area. More research is needed. <br /> New Business <br /> Review of Shellfish Regulations and Shellfish Aquaculture Application Procedure <br /> Draft produced by the Shellfish Constable for Review of the Commission: <br /> SHELLFISH AQUACULTURE(GRANT)REGULATIONS <br /> Mashpee Town Bylaw Chapter 145-1 Shellfish Regulations Article 4 <br /> Shellfish aquaculture licenses (grants)may be issued under the following regulations with additional conditions <br /> of licensing as stipulated by the Board of Selectman <br /> 4.1 Application Requirements: <br /> Any resident of the Town of Mashpee or organization of residents of the Town of Mashpee may apply for a <br /> shellfish aquaculture license in waters of the Town of Mashpee in accordance with the Shellfish Aquaculture <br /> License Procedure (available at the Town Clerk's Office or the Mashpee Department of Natural Resources <br /> Office). Shellfish aquaculture license applicants must have been domiciled within the Town for at least 12 <br /> consecutive months prior to the date of application. Two forms of written proof of residency is required; one <br /> form: Driver's License or State ID card; Second form: tax bills,rent receipts,utility bills, car registration, etc., <br /> may serve as proof.All local tax obligations must be paid in full in order for an application to be considered in <br /> accordance with MGL c. 40, section 57.
