N '
Town of Alashpee
16 Great t,Neck kpa.d At,i th
EC ` Alasrtpee,Massachusetts 02649
MASHPEE ZONING BOARD OF APPEALS
MEETING MINUTES
APRIL 10,2019
The Mashpee Zoning Board of Appeals held Public Hearings on Wednesday, April 10,
2019, at 6:00 p.m. in the Waquoit Room at the Mashpee Town Hall, 16 Great Neck Road
North. Chairman, Jonathan D. Furbush, Board Members William A. Blaisdell, Scott
Goldstein, Norman J. Gould and Associate Member Sharon Sangeleer were present.
Building Commissioner, Michael Mendoza was also present. Board member, Ron Bonvie
was absent.
Chairman Furbush opened the meeting at 6:00 pm and announced that the hearings were
being televised live on Mashpee TV.
PLEDGE OF ALLEGIANCE
PUBLIC COMMENT
Informal Request
20 Nohono Road: Mr. Vaughn Allen requested an informal meeting with the Board to
discuss his home tobacco business. He came to the Building Department for signature on
his business certificate, but after his conversation with the Building Commissioner,
Michael Mendoza asked him to provide an informal discussion with the Zoning Board.
Mr. Allen read his letter dated April 10, 2019 addressed to the Board into the record as
requested by Chairman Furbush. Mr. Allen has State approval and Board of Health
approval to operate his tobacco business out of his residence. Building Commissioner,
Michael Mendoza explained to the Board that he had a conversation with the Health Agent
who confirmed that Mr.Allen has a State License.Normally,a request of this nature would
go before Plan Review, but Mr. Mendoza thought that the Zoning Board could review this
with a stipulation that the distribution does not exceed the 10 lbs. of product. If distribution
does go beyond the 10 lbs. of product,he will return to go through the entire process.
The Board members asked Mr.Allen how the product is packaged.Mr.Allen said it arrives
completely wrapped, not loose. Chairman Furbush read the bylaw stating that no more than
three employees. He asked how many vehicles and the parking situation. The Board agreed
that Mr. Allen adhere to all Zoning Bylaws, no retail, no more than three employees, and
no more than 10 lbs. of tobacco product onsite.
There were no more questions from the Board, and no vote was required because this
request was informal.
1
