*DRAFT* 4-29-2019 Board of Selectmen MINUTES* 6 <br /> Board of Selectmen <br /> Minutes <br /> April 29, 2019 <br /> ECONOMIC DEVELOPMENT PRESENTATIONSIDISCUSSION <br /> Mashee Commons: Arnold"Buff' Chace: <br /> As the discussion continued regarding economic development, Arnold"Buff' Chace of Mashpee <br /> g g <br /> Commons Limited Partnership discussed the continued redevelopment of the former New <br /> SeaburY shopping sho in center now known as Mashpee Commons which began with the granting of <br /> the special permit in 1986. <br /> Mr. Chase indicated the future of retail is changing as a result of the commerce and Amazon, <br /> which makes the success of retail uncertain. Mashpee Commons is an integral part of the <br /> Mashpee community offering over 1100 employment opportunities on both sides of Route 151, <br /> p Y g rd <br /> and it is the largest single tax payer in the Town of Mashpee. Mr. Chase indicated that 113 or <br /> less of the Mashpee Commons property is developed. In terms of economic development <br /> p <br /> Mashpee Commons LLP is ready to begin the next phase of development which would strongly <br /> add to the tax base which is now over$1 million. <br /> The triple bottom line of future development in Mashpee Commons would contribute <br /> significantly to the Mashpee community, adding profitability, housing, economics and social <br /> g Y p Y <br /> influences for a mixture of e age groups and incomes. The timing is ideal to develop a mixture of <br /> uses to support retail establishments and to provide housing and activities for all age groups. <br /> Paul Niedzwlecki: <br /> Paul Niedzwiecki, former Executive Director of the Cape Cod Commission was in attendance <br /> representing Mashpee Commons Limited Partnership. Mr. Niedzwiecki indicated when viewing <br /> what wasY <br /> p ermitted in the 1980's man towns are frozen in time. A different kind of permit, a <br /> bell curve would allow for more place making, more comprehensive housing strategy, and with <br /> the right type of zoning in place, more efficient housing. <br /> In Mashpee Commons there have been efforts to rezone. Tonight is the start of this discussion <br /> in Town. Mashpee Commons is seeking to assist the.Town of Mashpee. This is a large single <br /> ownership parcel g arcel that is not tied to existing infrastructure. This represents more opportunities. <br /> As municipalities struggle with deficiencies there are new ways to consider new growth. Smart <br /> communities are re-introducing mixed use which adds more sustainable and more resilient <br /> economic development within a community. <br />
