Lehrer, Town Planner <br /> Date: May 16, 2019 <br /> Re: 950 Falmouth Road Warping Group Findings <br /> Attachment A of the RFP outlined the comparative evaluation criteria to be utilized in the review <br /> of any received proposals. In c000rdination with Mr.Allan Isbitz,Chair of the Affordable Housing <br /> Committee,I generated scoresheets reflective of the comparative evaluation criteria. <br /> Having found that both proposals submitted met the minimum threshold criteria,these score- <br /> sheets were utilized to weigh how well and to what degree proposals achieved the Towns vision <br /> for the site and how well they responded to the comparative evaluation criteria. <br /> Ultimately,our findings showed that the proposal submitted by POAH/HAC showed-considerable <br /> experience with the capacity to successfully carry out the development proposed. Further they ad- <br /> equately demonstrated their ability to secure financing, and maintain the asset over the long-term. <br /> Commonwealth Community Developers,LLC failed to demonstrate in their proposal the expe- <br /> rience and capacity that the Town was seeking in a developer of this site. Due to the lack of coni- <br /> arable reference 12rojects and lack of a demonstrated ability to secure fznancin far 12rojectof a <br /> similar sco e the Working GroW was unable to feel confident in Commonwealth Communit <br /> Develoer LLCs abilit to deliver on their ro osed concept on budget and on time. <br /> The attached scoring matrix,reference checks,summary of findings, and spreadsheet outlining <br /> the primary components of each proposal show the strength and weaknesses of each application. <br /> Based on my conversations with PDAH's references,Mashpee would be lucky to collaborate with <br /> such a venerated developer on this project if the Trust opts to award the project to them. <br />
