Site & Infrastructure Des! n <br /> • Both proposals fell short of committing to meet Cape Cod Commission Design Guidelines, or to <br /> achieve certification under LEED v4 HOMES or Enterprise Green Communities 2015 certification, <br /> and both lost half the points in this criterion. <br /> Building Desk'gn <br /> • The 950 WG felt that CCD's proposed building design did a better job reflecting local design, <br /> and managed to provide for the same number of units with the perception of less density <br /> ® CCD showed greater creativity in the way it utilized the natural contours of the site, thereby <br /> allowing visitable access to most of the proposed units and avoids the expense of an elevator. <br /> • The POAH-HAC proposal developed the same number of units as CCD on only parcel A, <br /> thereby preserving more of the natural vegetation and creating less impervious surface <br /> • POAH-HAC allowed most of the units to be visitable, but only by providing an elevator <br /> Neither proposal achieved 100% visitability, or made a commitment to be certified under LEED <br /> v4 HOMES or Enterprise Green Communities 2015 cerification. <br /> Financial Feasilailit� <br /> • After a careful financial analyses performed by the MHP Department of Community Assistance <br /> both CCD and the POAH-HAC proposals were deemed to be reasonable and realistic in their <br /> development and operating budgets. <br /> • However, only the POAH-HAC proposal showed evidence of a high degree of success in <br /> securing the financing necessary to bring the project into construction and 100% occupancy. <br /> References <br /> • The POAH--HAC proposal provides more than 3 references for comparable completed projects <br /> verifying a development performance that demonstrates the ability to secure financing and <br /> public funding, that demonstrates excellent budgetary controls and superior asset and property <br /> management standards and has a record of completing similar projects on time and on budget. <br /> ■ The CCD proposal failed to provide comparable projects of similar scope to the one proposed <br /> for 950 Falmouth Rd, therefore there were no references the 950 WG could contact to verify <br /> performance for a comparable project. <br /> 5/14/19 <br />
