3 <br /> Board of Selectmen <br /> Minutes <br /> May 6, 2019 <br /> Review of Special and Annual Town Meeting Warrants with the Finance Committee and the Town <br /> Moderator: <br /> The Board of Selectmen met in joint convention with the Finance Committee for the purpose of <br /> reviewing the Special and Annual Town Meeting warrants of May 6, 2019 prior to the start of the Annual <br /> Town Meeting. <br /> The Mashpee Housing Authority was noted to have raised a question regarding the structure of <br /> Article #14 proposed to fund the Housing Assistance Program for an additional 3-year period. There was <br /> concern regarding the language of the $330,000 article, a CPC award of$110,000 per year that is subject <br /> to a Memorandum of Understanding between the fund recipient and Board of Selectmen, with funds to be <br /> held and expended by the Affordable Housing Trust, Board of Trustees. <br /> In reconsidering the concerns of the Mashpee Housing Authority and upon consultation with Town <br /> Counsel Patrick J. Costello, it was recommended the Board of Selectmen support a re-drafted motion <br /> amending the article to reflect the CPC Minutes of 12/18/2018 to recommend as the Housing Assistance <br /> Program in the amount of$330,000 for affordable housing purposes limiting the appropriation to <br /> $110,000 per year, $27,500 per quarter subject to a Memorandum of Understanding between the Board <br /> of Selectmen and Mashpee Housing Authority. The fund recipient is the Mashpee Housing Authority. <br /> Wording regarding the funds to be held and expended by the Affordable Housing Trust would be <br /> removed. With approval of the article, a Memorandum of Understanding would be developed and agreed <br /> upon by the respective parties. Funds would be administered through the Community Preservation <br /> Committee process in normal course. (Enclosure; copy of amended motion) <br /> Motion made by Selectman Gottlieb to recommend the amended motion of Article#14 for <br /> presentation on Town Meeting floor. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Opposed, none <br /> With regards to Article#14, members of the Finance Committee voted 4-2 to recommend the amended <br /> article.
